The Ministry of Education of the government of Isabel Díaz Ayuso has built at least eight educational centers in the Community manually and without a contract, although there could be many more, which corresponds to a possible crime of prevarication , similar to the recent case known in Andalusian public.
Today, Madrid’s Court of Instruction number 39 agreed to process a complaint filed by the Podemos group in September, after elDiario.es published the investigation that revealed the irregularities. More Madrid and the PSOE also reported it to the public prosecutor’s office, as did the management of the current Ministry of Education after detecting the first case, which will now have to transmit the file and all the documents in its possession to the judge of instruction, who will be responsible for investigating this possible case of corruption by the Ayuso government.
The first case of breach of contract published by this media is that of Ciudad Escolar. There, a university hospital for the professional training branch of health was built for 2.4 million euros in 2021. This was done without a public tender and by cutting bills, contravening the law and paying as if it were a sum of small contracts, which is false. . In order to be able to pay this high sum without circumventing controls, a deputy director of Education (fired in March) gave instructions to two directors of the public institutes of Ciudad Escola and the neighboring institute Hotel Escuela, who paid more of 700,000 euros from their accounts. More than 1.6 million remained unpaid, which is why the businessman in charge of construction reported the case with burofaxes and met with a collaborator of the president of the Community, so that the matter was exploded.
The following year, the Alcalá Art School began to be built with the same payment system to pay 1.2 million euros with the same illegal method and the payment was made through three institutes. After these cases, elDiario.es published illegal reforms in five other centers, one of them is not professional training but rather teacher training, which depends on another general direction, in addition to the project post-pandemic star of the President of the Community: the Ignacio Ellacuría distance learning center.
To carry out work in a public center which costs more than 40,000 euros excluding tax, the legislation requires that it be the subject of a call for tenders. All this was ignored and the two works of the Ayuso government were carried out under the radar of the system and ordered by hand.
Although a deputy director has been fired and the ministry has targeted the directors of the centers (although they do not have the authority to make decisions or distribute funds), the known works affect several general directorates and, as elDiario.es published, they were experts. in Infrastructure and also territorial director of the Eastern zone.
