The Government of the Russian Federation has introduced changes to the advance purchase mechanism for industrial products. The corresponding resolution was signed by Mikhail Mishustin.
According to the press service of the Council of Ministers, the document plans to expand the list of equipment whose supply is advanced for an amount of at least 80% of the contract price in public procurement.
The updated list will include road construction equipment, the purchase of which is planned for the period 2024-2026. There are 35 items, including crawler tractors, self-propelled motor graders, road rollers, excavators, truck cranes and snow blowers.
The Government recalled that previously advance payments for the supply of road construction equipment under government contracts were not provided for at all or did not exceed 20% of the cost of contracts.
This circumstance caused an increase in product prices, as it forced producers to request loans.
