Valencia City Hall begins external audit procedures for the New Mestalla

Valencia City Hall has started the procedures to carry out a external audit which quantifies and details the real cost of the New Mestalla, just three days after the Valencia Football Club presented the execution projectnas confirmed by Mayor María José Catalá in an exclusive interview with ABC, in which she assured that the construction could only start once the team led by Peter Lim had delivered the necessary documentation to restart the work.

This decision was adopted on the basis of the proposal made in this regard by the Councilor for Urban Planning, Housing and Licensing, Juan Giner, in response to the plenary agreement adopted last July on this issue. Concretely, it is agreed to begin the corresponding contractual file on the basis of the motion presented this Monday by the town planning manager to this effect. The decision provides that “the necessary actions be taken to prepare an external audit of the cost of the stadium, in accordance with the provisions of the agreement of the plenary session of July 23, 2024”.

The document promoted by Giner recalls that on July 12, the Valencia City Council granted the company Valencia CF building permit for the execution of the works called New Valencia CF Stadium on Avenida de las Cortes Valencianas.

According to this report, the works provide for the completion of the construction of the football stadium and the parking lot and their subsequent opening, according to the amended basic project of works and activities presented on January 30, 2024, in accordance with ECUV A1 certificates. , ECUV B1 and OCA certification of January 31, 2024 and the ECUV A1 and ECUV B1 certificates of April 19, 2024 clarifying parking on match days, issued by ECUV ADDIENT EMPRESA CERTIFICADORA, SLU, Inspection Entity accredited by ENAC with accreditation No. 209/EI386 and registered in the Register of Collaborating Entities for the Verification and Control of Urban Actions (RECUV), and with the conditions derived from the different technical reports issued.

Likewise, it emphasizes that the resolution granting the license established, among other conditions, that “in accordance with the provisions of article 188.2 of TRLOTUP, certain deadlines are set.” Concretely, three months have been set for the presentation of the execution project of the Nou Mestalla – presented to the municipal council last Friday October 11, within the set deadline – and the rest of the documents related to section B of the general conditions. as well as a calendar or work execution schedule“with express inclusion of partial deadlines which will be considered essential and binding”.

“Don’t be paralyzed anymore”

The motion raised also recalls that the Commission for Urban Planning, Parks and Gardens, Natural Spaces and Climate Improvement of the Valencia City Hall approved on February 21 a proposal for the City Hall to order “an external and independent audit to assess the cost of works of the stadium, included in the project presented by Valencia CF SAD This audit aims to ensure that “they can determine and. actually require guarantees guaranteeing the total cost of the work and that they will no longer be paralyzed.

The councilor’s text also indicates that later, on July 17, the Commission for Urban Planning, Parks and Gardens, Natural Spaces and Climate Improvement approved a proposal aimed at “carrying out an external audit of the stadium cost with form requirements”. approved with the requirements of the convention” and so that “the resulting cost is that used for the deposit of the security”, in order to “preserve that planning rights do not materialize without ensuring compliance with the obligations”.

This condition was established “as a prerequisite for admission to treatment” for the reconversion of the old Mestalla, specifically for what affects “the initiative of the integrated action program for the development of the execution unit of phase 2 of zone A “of what we know as the ‘old Mestalla'”.

Avoid lower quality

The council clarified that all this stemmed from “the need to ensure that further non-compliance does not occur in accordance with what the TSJCV has accredited, avoiding that the works are paralyzed again once the process has started or that ‘they produce as a result “a stage of quality and conditions inferior to those required”.

The motion also includes the agreement of the plenary session of Valencia City Hall, on July 23, to carry out the external audit of the cost of the stadium as ultimately determined by the Urban Planning Commission.

Thus, it was proposed “to the requirements of the town planning sheets approved with the requirements of the convention” and so that “the resulting cost is that used for the deposit of the deposit”, seeking to “preserve that the rights planning do not materialize without guaranteeing compliance with the obligations” and “as a prerequisite for admission to the processing of the initiative of the integrated action program for the development of the execution unit of phase 2 of area A ‘old Mestalla’.

The plenary session also ratified, recalls the motion, that all this responded to “the need to guarantee that a new non-conformity does not occur in accordance with what the TSJCV has accredited, avoiding that the works are paralyzed again once the process is complete. has started.” or that they produce accordingly a stadium of quality and conditions lower than those required“.

The head of urban planning details that Valencia CF presented last Friday, on time and in the registration register of Valencia City Hall, the execution project and the rest of the documents related to the general conditions established in the permit planning permission granted on July 12 to resume work on the Nou Mestalla.
