The upcoming trial in the criminal case against the former head of the Finance and Budget Department of the Ministry of Defense, Major General Nizami Mammadov, the former head of the Financial Service of the Air Force, Colonel Jalal Kazimov, the former head of the Financial Department of the Ground Forces Bayram Bayramov and former head of the Navy Financial Service Vusal Alizade continue.

“The Report” reports that the prosecutor commented on the petition presented by Bayram Bayramov, accused in the previous trial, in the trial presided over by Judge Fikret Aliyev at the Baku Military Court.

Bayram Bayramov overcame the trial of Ulfat Abbasguliyev, Khalid Mammadov, Rashad Salmanov, Bakhtiyar Aliyev, Orkhan Javadli, Hamlet Allahverdiyev, Rufat Guliyev, Namig Mammadov, Ali Humbatzade, Javid Eyvazov, Farrukh Khalilov, Khayal, Alamdar, Bahruz and the military “N” located in Ganja demanded to interrogate the head of the department housing service. He claimed that he donated money every month for the expenses of Khalid Mammadov and Rashad Salmanov, who were commanders of military units. Within 24 months, 48,000 manats were paid to the grocery store “Real Market” and the gift and stationery store “Zirva” located in the Beylagan district of the defendants. According to his testimony, drivers, cooks and the military unit’s accountant, Rufat Guliyev, took the products from the store.

The prosecutor stated that Bayram Bayramov’s request has no relation to the essence of the present case. “If Bayram Bayramov has criminal acts, the court may, if necessary, forward such documents to the investigative body.”

The court decided to send the criminal acts of Bayram Bayramov to the investigative body for investigation, investigate these cases and conduct a legal assessment.

Later in the process the response to the request sent to the Ministry of Defense based on Bayram Bayramov’s request was played.

The response indicated that during the months of September-December 2020, salaries and other expenses were paid to personnel summoned by the State Mobilization and Conscription Service.

Both Bayram Bayramov and his lawyer expressed their agreement with the response given.

In the process, the judge said that they have sent a request to the investigative body about the damages paid so far: “The investigative body confirmed that the payments have already been made and will respond to the request in the coming days.”

The next process will continue on November 15.

It should be noted that Major General Nizami Mammadov, former head of the Finance and Budget Department of the Ministry of Defense, Colonel Jalal Kazimov, former head of the Financial Service of the Air Force, Bayram Bayramov, former head of the financial department of the Ground Forces , Vusal Alizade, former head of the financial service of the Navy, Colonel Mahir Shirvanov, former head of the Procurement and Supply Department of the Ministry of Defense, as well as Malikmammad Gurbanov, former head of the Ministry’s Procurement and Supply Department. and Colonel Fikret Mirzayev, former head of the Ministry’s housing operations department, were arrested as a result of a special operation carried out by the State Security Service.

The defendants are accused of embezzling money from the state budget.

It should be noted that the total damage caused to the State in the criminal case is 143 million manats. The criminal cases were referred to the courts for consideration in separate proceedings. For the total damage caused to the State during the investigation period, 40 million manats were paid.

The Ministry of Finance was recognized as a victim in the criminal case. Each of the defendants was charged with article 179.4 of the Criminal Code (especially embezzlement by causing significant damage).
