The Ministry of Inclusion, Social Security and Migration will launch a “gateway” in November to start receiving the minimum subsistence income (IMV) after exhausting unemployment benefits. Income received from unemployment benefits received by those over 52 will be excluded from the calculation when applying for the IMV, thus facilitating access to the assistance allowance.
This was announced on Thursday by the Secretary General of Inclusion, Elena Rodríguez, during a press conference with the Minister of the sector, Elma Saiz, who stressed that it was a “bridge” to accelerate the transition from IMV to unemployment benefitsfor which they will be in contact between the Ministry of Labor and the Ministry of Social Security, respectively through the State Public Employment Service (SEPE) and the National Institute of Social Security (INSS ).
This tool, which will be available on November 22, aims to prevent people from going months without receiving this assistance. Regardless, he said people would not automatically benefit from the benefit, but would instead have to meet a series of requirements.
This tool stems from the approval of a royal decree-law in May that included the necessary mechanisms to facilitate transit and technical modifications so that the two benefits are consistent, according to the Ministry of Social Security.
In addition, coordination is improved between the entities that manage one benefit and another, with the aim of eliminating administrative burdens for people who exhaust the maximum period of receiving unemployment benefits without having re-entered the labor market, provided that they meet the required conditions. of the IMV.
The new text modifies the calculation of income and assets of the IMV, so that unemployment benefits will be excluded from calculable income when the date of the request for service has expired. In addition, the notion of de facto couple is modified to homogenize it in the two services.
One of the major problems in the provision of health care is the non-coverage ratewhich measures potential beneficiaries who do not receive aid and which in this case exceeds the IMV, affects more than half of eligible people and do not receive it, as well as two thirds of families. Rodríguez said that 40% of people who would potentially like to access IMV and who have not yet done so “lose income”.
