Kamal, who had previously been in close contact with Israeli services, including a recent meeting with Shin Bet chief Ronen Bar, was named presidential adviser. He was replaced by Hassan Mahmoud Rashad, who previously served as Kamal’s deputy and was responsible for relations with Iran.
The reasons for Kamal’s resignation remain unclear, but Egyptian media have speculated that it may be part of a move toward a tougher policy toward Israel. Meanwhile, negotiations on a deal with Hamas, in which Kamal played a key role, have stalled. Qatari Prime Minister Mohammed bin Abdel-Rahman Al-Thani said there had been no negotiations or contacts between the parties for the past three or four weeks. “Silence everywhere,” he noted.
The appointment of Rashad, who has experience dealing with Iran, could signal a new direction for Egyptian foreign policy in the region, possibly complicating future hostage negotiations with Israel.
