The public company of the Generalitat Valenciana, of which the board of directors José Manuel Cuenca, director of cabinet of Carlos Mazón, is part, awarded a contract to the company in which the senior official worked as director of institutional relations until shortly before the last regional elections. . This is the public company Sociedad de Proyectos para la Transformación Digital, which formalized on November 11 with STV Gestión SL the contract for the service of maintenance and conservation of green spaces, irrigation and management facilities water from the city of La Luz de Alicante, for a total amount of 230,615 euros.
Cuenca is part of the board of directors of the public company, in which Elena Lumbreras Peláez, sister of the regional secretary of Institutional Relations and Transparency of the Presidency and undersecretary of the Ministry of Industry and Innovation , also appears as secretary and advisor. The City of Lights of Alicante, among others, depends on the Society Project for Digital Transformation, an instrumental undertaking of the Consell, the controversial project inaugurated in 2005 by the government of Francisco Camps.
The public company’s procurement table, made up of two managers, a technician and an economic advisor, awarded the highest score to the proposal from STV Gestión SL. The contract has a duration of one year, with the possibility of extension for an additional year. The formalization agreement was signed by Fermín Crespo Rodríguez, general director of the public company, of the Confederation of Businesses of the Province of Alicante (Coepa) and signed by Mazón for the position.
The public company is still chaired by councilor Nuria Montes (the Consell announced her dismissal although this has not yet been made official in the Official Gazette of the Generalitat Valenciana). The same regional department awarded one of the first emergency contracts after the DANA disaster to the company STV Gestión SL, as reported by elDiario.es.
The journalist José Manuel Cuenca was responsible for the communication and institutional relations department of STV Gestión between November 23, 2017 and January 31, 2023, when he joined the PP parliamentary group of Corts Valencianes as an advisor. After the regional elections of May 28, 2023, Cuenca was named in the first executive of Mazón with its partners Vox as regional secretary of the presidential cabinet and Communication. Cuenca is part of the president’s “politburo”, supplemented by regional secretaries Santiago Lumbreras and Cayetano García Ramírez.
Alicante PP contracts
The former employer of Cuenca participated in the public tenders of the province of Alicante in 2021, with contracts awarded by the Provincial Council, then chaired by Carlos Mazón, and by the municipal council of the capital, led by the popular Luis Barcala.
In addition, in the same province it also obtained contracts worth 1.6 million euros from the Finestrat City Council, led by Juan Francisco Pérez Llorca, in turn secretary general of the Valencian PP and spokesperson for popular parties in the regional Parliament. It was also selected by the Mutxamel Town Hall, of the PP, for the waste collection and street cleaning service, for a period of a decade and an amount of 26.6 million euros. The company in which Mazón’s chief of staff worked also has important commercial and political connections in Orihuela.
The Consell, through its vice president, Susana Camarero, affirmed that the company also obtained a contract of 7.3 million euros from the City Council of Gandía, while the current minister of Science and regional secretary of the PSPV-PSOE, Diana Morant, was mayor of the city.
