Thus, the insurer, which published this message before having become aware of the Government’s second call for tenders, explained in the email that it had participated in this model of collaboration with civil servant mutuals since its creation in 1975, while regretting that, “against” his wishes, the conditions proposed during the next concert did not allow him to provide the “quality service” that he proposed.
Despite this communication from Adeslas, the general management of Muface, dependent on the Ministry of Digital Transformation and Civil Service, launched last Wednesday on the public procurement platform two preliminary consultations to the market to find out at what price insurers would accept a new health agreement for the period 2025-2027.
In these consultations, one relating to mutualists residing on the national territory and another concerning those residing abroad, Muface grants a period of ten working days to insurers, until December 4to inform you at what price they would provide the Muface health service, specifying the fixed premiums that should be paid for each age group for each year of the new agreement (2025, 2026 and 2027).
Likewise, it asks interested insurers to also break down the estimated costs (direct, indirect and contingent) to achieve the desired premium price.
The prior market consultation mechanism is provided for in the Public sector contract law and allows the Administration to obtain information on the characteristics of the market in which the contract operates, as well as to receive from insurers proof of the structure of costs by age groups, geographical areas or others which are decisive and which justify the bonuses to which they aspire. charge for the provision of this service, Muface said in a statement.
With the publication of these preliminary consultations, Muface begins the preparation of the second call for tenders health agreements, after the first call was canceled due to the insurers’ decision not to participate in the tender “despite the fact that it provided for the highest increase in the proposed premium of the history”, defends the entity.
Concretely, the Government proposed in the said call for tenders an increase in the premiums of 17.12% for 2025 and 2026, but it did not convince the insurers who currently provide the service (Adeslas, Asisa and DKV), who considered the offer insufficient in economic terms.
Concert open to the entire sector
The prior consultation launched on the market by Muface will be open to all insurers, not only Adeslas, Asisa and DKV.
The previous call for tenders covered the period 2025-2026. The preliminary consultation establishes an estimated period of the new concert of three years, from 2025 to 2027. However, sources from the Ministry of Digital Transformation and Civil Service explained that the consultation was carried out on these parameters, even if the Final tender could raise another temporary period, depending precisely on the information gathered during the consultation.
Muface indicated that through the preliminary consultation more precise information is obtained and the procedure is more transparent, but clarifies that “it does not generate any obligation or commitment to contract with the entities that participate in the consultation.”
Once the ten working days to respond to the request have passed, Muface will compile the responses presented and, if it deems it appropriate, it may request clarification from theparticipating entities.
Once these actions are completed, a final report will be prepared which will include the information collected during the consultation, which will become part of the file and will be published in the contractor’s profile on the State Procurement Platform.
Although the first tender was void, Muface guaranteed that the 1.5 million mutual membersmany of whom are civil servants in the education sector, will benefit from the same health and social benefits as currently, since the Public Sector Contracts Law allows their service to be extended for up to nine months, taking into account circumstances of public interest.
The launch of this consultation comes after reading a report from the Ministry of Health of Mónica García in which it is considered “reasonable” to terminate Muface because it is not viable and believes it is viable for civil servants to turn to the public health system.
At the end of October, Muface had 1,573,382 membersof which 1,143,162 were owners and the others were beneficiaries. Of these, just over a million chose the collaborative care option, compared to nearly 504,000 who opted for public health care.
Within the group protected by health consultation, 26,331 are under four years old, 108,816 are between 5 and 14 years old, 254,806 are between 15 and 44 years old, 152,945 are between 45 and 54 years old, 190,909 are between 55 and 64 years old, 189,619 are between 65 and 65 years old . 64 years old, 74 years old and 136,773 are over 74 years old.
The Csif is preparing a mobilization
After Adeslas’ communication, the Central of Independent Unions and Civil Servants (CSIF) believes that “this will increase, even more if possible, the uncertainty of the people affected“, while warning that “the Government is running out of time”.
The union indicated that it is already preparing the system for the “big demonstration” in Madrid on December 14in which buses will be chartered from all over Spain to protest against “the abandonment of government” and demand “quality health care in administrative mutuality”.
At the same time, the CSIF assures that “it continues to receive testimonies from people affected due to the situation” by informing them of your case, such as the cancellation of medical examination appointments, the postponement or suspension of surgical operations and diagnostic examinations.
