The Junta de Andalucía establishes in its 2025 budgets three priority areas in which it intends to strengthen government action: health, education and addiction. These are the three big management challenges, and between them they increase by 1,750 million euros. The largest amount, 1,000 million, goes to health, which ultimately reaches 15,247 million euros; while education increases by almost 350 million euros to reach 10.902 million, and dependency by 400 million to exceed 2.3 billion euros for the first time.
In all these cases, the budget increase focuses on an increase in personnel expenses for stabilization and an increase in personnel and service contracts through current expenses. It’s a management budget strengthen public services that have experienced the most problems in recent years. And this is the political priority set by the Andalusian Government.
In the health area, the budgets provide for a strengthening of personnel and stabilization processes, in addition to the incorporation of new medical professionals. In education, Vocational Training is strengthened and the implementation of free education from 0 to 3 years begins. And finally, depending on the longest waiting lists, the regional government assumes an increase in expenses to cope with the ongoing reforms of the system and the increase in the number of beneficiaries.
If we integrate the rest of social policies, The weight of social spending increases to represent 63.3% of the overall budget with a total volume of 30.909 million euros.
With a budget of 48.836 million, 2.000 more than last year, if all the increase is concentrated in personnel and operating expenses in social areas, the rest of the chapters and ministries areThey freeze or shrink.
This is the case of a public investment which remains fixed at 5.804 milliona million more than last year. 80% of these resources come from European funds.
The same thing happens with the Department of Tourism. Direct spending in this area decreases by 13% to reach 161 million euros. The difference lies in this year’s European funds which are not maintained next year and are not compensated by own resources because they are not part of the areas determined as priorities.
An exception to this widespread decline or freeze is drought. The Andalusian Government increases in the 2025 budgets the funds intended to finance the necessary infrastructure in the face of water shortage. Available spending in this area increases by 10% to reach 555 million euros.
It is also possible to reserve a position in the budget in anticipation of the existence of general state budgets or an agreement between the government and the unions this implies a salary increase. Concretely, an increase of 2% is proposed.
