Aragon included 42 municipalities and four natural parks in the regional aid decree for the tragic DANA of Valencia and the torrential rains that shook the Community between the end of August and the beginning of September.
The document, published this Friday in the Official Gazette of Aragon (BOA) by the Vice-Presidency of the Government, seeks to guarantee “all necessary measures to repair the damage and losses caused as a result of floods, landslides and the overflow of rivers and ravines”. With it, all expenses not covered by the declaration of a catastrophic area by the Spanish government will be taken care of.
Already last Wednesday, the president of Aragon, Jorge Azcón, estimated that more than 20 million would be needed to reach this 50% that the State is not considering. Likewise, he announced that the DGA will advance the money and sign agreements with the municipalities concerned. so that they can carry out calls for tenders as quickly as possible.
The text will cover Sarrión, Montalbán, Herrera de los Navarros and Hoz de la Vieja. Also in Blesa, Cimballa, Libros, Jaraba, Pleitas, Castejón de las Armas, Iglesuela and Valjunquera. There are also Campillo de Aragón, Mazaleón, Valdetorno, Ariño, Castellou, Jatiel and Oliete, as well as Martín del Río, Castel de Cabra, Chiprana, Villar de los Navarros, Cuevas del Cañar, Monterde and Cervera de la Cañada.
Other towns that appear in the BOA are Anento, Torralba de Ribota, Terrer, Moros, Báguena, Burbáguena, Luco de Jiloca, Pueyo de Araguás, La Fueva, Calamocha and Foradada del Toscar. AND The Bardají Valley, Perarrúa, Graus, Benasque and Badules close the list.
Due to the severity of the damage, the Aragonese Executive also takes into account the National Park of Ordesa and Monteperdido; at the natural park of Posets Maladeta, that of the Western Valleys and that of the Sierra and Canyons of Guara.
Only in the episode experienced between the end of August and the beginning of September, the 112 Aragon Emergency Center recorded more than 400 incidents linked to breakdowns and interruptions of basic services in different populations; electricity, gas, telephone and water supply, as well as breakdowns and significant damage to the main road network, various railway lines and irrigation infrastructure, essential to the normal functioning of economic activity in these municipalities.
To guarantee the rapid implementation of the measures, the decree-law integrates “the rules relating to the processing of administrative procedures and, in particular, procurement procedures and grants processed under its protection.
“As this is a sudden event, which has caused serious damage to the general and particular interests of the people concerned, the need to address with the greatest urgency its recovery and its corresponding financing is what grounds the urgent treatment of these subsidies.so that the subsidies provided for in this decree-law are processed by emergency procedure”, the document says.
On the other hand, contracts concluded may be considered an emergency. Among the planned actions, there will be subsidies to compensate for damage caused to individuals in homes, compensation for natural or legal persons who have provided personal benefit or property, to restore agricultural and livestock production. There will also be aid to repair environmental damage, roads and integral water cycle infrastructure and subsidies to compensate for damage to industrial, commercial, tourist and commercial establishments.
The Treasury Department is also committed to cover expenses incurred by natural or legal persons who, required by the competent authority in matters of Civil Protection, having carried out “measures to protect people or property in the event of an emergency situation” or in subsequent hours during which the protection or emergency plan was still activated “to avoid serious and imminent danger” to save your life or safety.
According to the document, the regulatory bases for subsidies will be approved by order of the head of the relevant department. These will include the amount of grants and aid awarded. In no case, he warns, can the amount exceed the total amount of the value of the damage caused once regional aid has been added to that granted. by the rest of the national or international administrations or public bodies.
As an additional measure, the Government of Aragon will compensate the amount of property tax payments for the year 2024 corresponding to damaged homes and rural properties. as a direct consequence of the floods.
