Authorities threaten government with protest if it lets Muface health model die

The Independent and Civil Service Trade Union Center (CSIF), the most representative union in public administrations, demands that the government guarantee sufficient funding for the next Muface concert, which it is currently negotiating with insurance companies , while demanding greater stability of administrative mutuality.

Next Tuesday, October 8, the Ministry of Digital Transformation and Civil Service will provide insurers with the new conditions for the biennial Muface concert. In principle, the government offered Asisa, Adeslas and DKV a premium improvement of 14% and the insurers rejected it.

The Spanish mutual system has 2.4 million employees, of whom 1.6 million choose to seek treatment in the private sector, the majority coming from Muface.. The president of Mutua Madrileña, Ignacio Garralda, was the first to speak last March. Grupo Mutua owns 50% of the insurance company, and has demanded at least a “double-digit” increase so the concert is not “such a loss”. The private health employers’ association (Aspe) also considers that the premium is insufficient since it receives a smaller budget to cover possible risks, and the hospitals and health centers themselves, since the costs may not be covered by existing remuneration.

The system is in danger

From the CSIF they emphasize that “the concert should be closed in the month of October to guarantee the continuity of health care from the beginning of next year 2025”.

The current mutual agreement ends on December 31 and the Government is immersed in preparing the next. This must contain several changes, particularly economic, if they want this to move forward. One of the latest news regarding the process is that the government is preparing a budget offer which would represent a big increase compared to the current amount (3,571 million euros).

The union organization emphasizes that it “will not exclude mobilizations in the event that the needs of our mutualists are not met. We are not going to let the model of administrative mutualism die of hunger.”
