UNFCCC Executive Secretary Simon Stiell welcomed the launch of the Baku Global Platform on Climate Transparency. the topic Oku.AzA member of the COP29 Organizing Committee who commented on Parvana Valiyeva According to him, in 2015, the world’s nations signed the Paris Agreement to combat climate change and achieve a global temperature limit of 1.5 (degrees Celsius), as well as to strengthen climate resilience and ensure that financial flows are appropriate to achieve these goals: “To reduce emissions, build resilience, support financial, technical and capacity development – transparency reports serve as the main indicator to know what progress countries have made in this direction. To ensure transparency, the Enhanced Transparency Framework was created under the Paris Agreement. These reports – Biennial Transparency Reports (BTR) will be presented by developing countries this year at COP29. These reports are also useful in determining whether additional support is needed to achieve the goals. These reports strengthen confidence in the system and make countries aware of its shortcomings, support better decision-making, help set meaningful goals, are a source of information for domestic policy, and also help attract external support for capacity development. Accountability and periodic review help to better understand development and progress.”

The main goal of this platform is to strengthen cooperation on climate transparency at the global level, to create an environment of trust between countries and to develop countries. The COP29 official added that in this regard, one can cite as an example the Climate Finance Fund created on the initiative of our country, where Azerbaijan proposes to create a new financial mechanism. Through this fund, Azerbaijan intends to raise one billion dollars for the allocation of funds in the form of grants. The target of grant-based contributions is small island states that suffer the most from climate change and face the threat of extinction.
