President of Azerbaijan Ilham Aliyev The President of the Federal Republic of Brazil sent a letter of congratulations to Luiz Inácio Lula da Silva.
According to AZERTAC, the congratulatory letter says:

On the occasion of September 7, Independence Day, I am pleased to sincerely congratulate you and all the people of Brazil on behalf of myself and the people of Azerbaijan and convey my best wishes to you.
We attach great importance to the development of friendly relations and cooperation with Brazil. We are pleased with the expansion of relations between Azerbaijan and Brazil both at bilateral and multilateral levels over the past period.
I believe that we will cooperate closely with Brazil during the 29th session of the Conference of the Parties to the United Nations Framework Convention on Climate Change, which will be held in Baku this year. I appreciate our joint work with your country and the United Arab Emirates within the framework of the Tripartite mechanism to limit global warming to 1.5 C°.
