Biscay will invest 80 million to promote the competitiveness of the economic fabric

Biscay will invest 80.51 million euros, 2.58% more, in promote the competitiveness of the economic fabric of the territory. Nearly 90% of this amount will be allocated to actions aimed at renewing the economic fabric through entrepreneurship advance; to promote the industry and advanced services and to develop, attract and connect talent.

The deputy for economic promotion of the departmental council, Aïnara Basurko, presented the budgets of his department for the year 2025. “Facilitating the conditions so that companies in Biscay can advance in the technological, green and demographic transitions guides all the actions that these budgets will implement. We will continue to transform the industry of Vizcaya through policies to promote R&D&I and strategies that allow companies, and in particular SMEs, to are digitized and decarbonized. To do this, we need professionals in Bizkaia with scientific and technological qualifications, STEM talents capable of taking advantage of new industrial opportunities linked to energy/climate and digital challenges,” Basurko said.

The Provincial Delegation of Biscay considers that it is essential to continually renew the economic fabric to keep it at the technological and competitive forefront at European level. It is for this reason that he will devote 32.37 million, or 40% of the total budget of the Economic Promotion Department, to increasing the quantity and quality of high value-added entrepreneurial initiatives in strategic technological areas that respond to the challenges of Biscay.

Of this amount, 2.8 million will be dedicated to Seed Capital Bizkaia, a regional entity that has a financing system with different funds that strengthen both the growth of consolidated companies and the creation of new initiatives. They also have programs, services and support that cover all the phases that an advanced entrepreneurship project goes through and whose budget amounts to 9.6 million.

For its part, the BAT Tower International Entrepreneurship Center will receive 3.1 million to consolidate its second phase as a benchmark in Southern Europe in terms of open innovation, international connectivity and attraction of startups.

Industry and advanced services

The chapter dedicated to increasing the competitiveness of industry and advanced services received almost 31 million, or more than 38% of the total budget amount. In total, 17.5 million will be allocated to promote competitiveness levers such as innovation, internationalization, sustainability, digitalization, new models of relationships in companies and R&D in collaboration with the territory’s technological centers. This figure is 17% higher than that of 2024.

For their part, the six centers of excellence and promotion of sectoral R&D&I with the participation of the Provincial Delegation of Biscay will receive 7.7 million. These are the Energy Intelligence Center, the Automotive Intelligence Center, the Advanced Aeronautical Manufacturing Center, the Nagusi Intelligence Center, Biqain-Bizkaia Quantum Advanced Industries and the future “Bilbao Bizkaia Audiovisual Hub”. “It is about developing and consolidating these centers with a value proposition in their respective sectors or areas of activity in the areas of technological monitoring, the promotion of collaborative RDI, the attraction and development of talents and international positioning to attract investments”, declared the MP.

In order to face the triple technological, green and demographic transition, industry and its associated services as well as advanced entrepreneurship need STEM Talent. The collaborative projects that will be developed in 2025 within the framework of the Vizcaya with Talents initiative, to which 6.65 million will be allocated in 2025, will respond to this need.
