Bruno Retailleau wants to “evolve our legal arsenal”; Laurent Wauquiez calls for a flash mission from the Assembly

Several political leaders, from the right and the left, have questioned “the criminal and administrative chain” in the case of the murder of Philippine, a student killed in Paris, ruling that the suspect should not have been released before obtaining the pass allowing his expulsion to Morocco.

During the day, Laurent Wauquiez, president of the Republican Right group in the Assembly, sent a letter to the president of the Law Commission, Florent Boudié, to request the launch of a flash mission that “shedding light on judicial and administrative dysfunctions” which led to the murder of the student.

Opening of a judicial investigation

Three days after the discovery of the body of a Filipino buried in the Bois de Boulogne, a 22-year-old suspect, previously convicted of rape and forced to leave French territory (OQTF) without being executed, was arrested on Tuesday in Switzerland.

Held in the administrative detention centre in Metz after his release from prison on 20 June, he was released on 3 September by a judge specialising in freedom and detention, according to a source close to the case. This release came at the time of the fourth and last possibility of extending his detention by 15 days, before reaching the maximum duration provided for by law, increased to 90 days in 2018. The administration had not obtained a consular pass (LPC) from Morocco, a travel document essential for the expulsion of a foreigner without a passport. The day before the murder, 19 September, he had been placed on the wanted list because he had not respected his obligation to report to the police station.

Since Tuesday, an investigating judge has been in charge of the investigation into homicide and rape. The judicial information refers to the crimes of murder preceded, accompanied or followed by another crime, rape, theft and fraud, all of which are legal recidivism. “The French judicial authorities will send an extradition request to the Swiss judicial authorities so that the person concerned can be handed over to them as soon as possible.”said the prosecutor.
