The builder Jose Ruz received from the Ministry of Development a reward of 80 million eurosin a joint venture with two other companies, after meeting Koldo and just after paying 70,000 euros to commissionaire Víctor de Aldama in 2019.
Ruz was the manager and owner of the Levantina, Engineering and Construction SL (LIC) and is one of the builders who are being investigated by the Central Operational Unit of the Civil Guard for the possible payment of commissions during the period of José Luis Ábalos in the Ministry of Development and Transport.
According to the documentation that EL ESPAÑOL has had access to, Ruz transferred 50,000 euros to a Deluxe Fortune SL accountone of Aldama’s companies, a month after the publication of a call for tenders by the General Directorate of Roads in July 2019.
The purpose of this contract was works on the A-12 motorwaycorresponding to the section between the provinces of La Rioja and Burgos. Ruz made a second transfer to Aldama on November 1, 2019, this time for an amount of 20,000 euros.
This payment was made just one day after it was made public that LIC’s UTE with Torrecámara y Ortiz Construcciones received the highest rating in the technical part, thanks to its score in the subjective criteria of value judgment.
The UTE in which he was integrated LIC thus surpassed its 19 competitorsamong which were important construction companies such as Acciona, Dragados, FCC, Ferrovial or Sacyr.

The councilor of Ábalos at the time responded on March 22 and set a meeting for the 27th of the same month between 10 a.m. and 12:30 p.m.
Just five months later, Ruz made his first transfer to the broker Víctor de Aldama. The relationship between the builder and the councilor of Ábalos became increasingly close, maintaining a long friendship until the arrest of Koldo García last February.
As reported by EL ESPAÑOL last March, the General Directorate of Roads, whose head is Javier Herrero Lizanoalso entrusted LIC with a work worth 8 million euros in December 2020 and a last one worth 20 million euros in May 2021.

In addition to the images obtained by the UCO, Koldo García’s diary reveals three more meetings with the manufacturer October 14 and 21 and December 1, 2020.

The Civil Guard is also investigating a reward from the Canary Islands to RuzThe businessman traveled to Las Palmas de Gran Canaria with Koldo on February 9, 2022. Four days later, a call for tenders was published for the carrying out of works within the Canary Islands Tax Administration, worth 6.5 million euros.
In May 2022, the government of current Minister Ángel Víctor Torres awarded the contract to the company of the builder who had traveled with Ábalos’ former advisor.
In one of its first reports, the UCO also highlighted that a company from Ruz, called Lopera Activa SL, bought a car scout towards Aldama for €7,500 on December 1, 2020. This time, the transaction took place between two companies, with the Aldama company called MTM 180 Capital being the one that received the transfer.
