Details of the draft agreement between Israel and Lebanon, promoted by US President Joe Biden’s special envoy, Amos Hochstein, have been published.

The document states that ensuring the security of residents of northern Israel will be the responsibility of the Lebanese government and the Lebanese National Army. The draft agreement specifies that the Lebanese army will be the only armed force on Line A in southern Lebanon, with the exception of UN peacekeepers.
To prevent the rearmament of Hezbollah terrorists, all arms supplies and production in Lebanon must be under the control of the Lebanese government. The Lebanese National Army, empowered by the Government, will be responsible for controlling the borders through which weapons can circulate, as well as monitoring and, if necessary, dismantling factories for their production.
The Lebanese National Army will also take on the task of searching for and eliminating the military infrastructure of Hezbollah terrorists in southern Lebanon, prohibited by the terms of the agreement.
It should be noted that all these measures are in accordance with UN Security Council Resolution 1701. However, as in 2006, the agreement in its current form does not provide a clear mechanism for its implementation and it remains unclear who will control the actions of the Lebanese authorities and its army, which is still under significant influence from Hezbollah.
Previously, Cursor wrote that at the first meeting with the IDF General Staff, held on Monday, November 11, the new Minister of Defense, Israel Katz, said that a truce in Lebanon was excluded. He stressed that Israel will not accept a settlement agreement unless it provides the country with the right to independently eliminate terrorist threats.
