The Business Confederation of the Valencian Community (CEV) has presented a battery of measures that it considers urgent to be able to cope with the return to activity in the areas affected by DANA. This includes accelerating the rehabilitation and repair of buildings is exempt from requesting authorization and can be carried out with a responsible declarationin addition to bonuses during 2025 for taxes such as IAE and IBI for those affected.
The Executive Committee and the Board of Directors of the CEV approved today transfer this series of urgent measures to the Generalitat Valenciana aimed at mitigating the serious effects of the recent DANA on the productive fabric. The Valencian employers insist once again in the need for more direct aid to businesses and the self-employed faced with the total loss of a large number of them in the affected municipalities, in addition to an aid plan for the renewal of private vehicles but also company fleets.
Among the main sectoral measures, that of construction, given the need to deal with thousands of actions, requests exemption from building permits for repairs and rehabilitation of buildings and homesallowing its replacement by responsible declarations. It thus aims to avoid a bureaucratic funnel which delays these urgent actions.
Another area in which it affects is taxation, to try to relieve the pressure on companies facing many problems to resume their activity, where it claims personal income tax deductions for repairs to housing, premises and facilities. He also asks for bonuses in the Urban Property Tax (IBI) of urban and rustic nature for damaged urban properties, as well as for affected land and rural properties. It even calls for exemption from the tax for heavily damaged urban properties, such as those in which relocation is necessary, as well as for rural properties.
Inside Tax on Constructions, Installations and Works (IsCIO) urges that an exemption or significant reduction be applied to all activities related to repair, rehabilitation and reconstruction works on properties affected by DANA; both in homes and in professional premises.
Work measures
In the workplace, he insists on flexibility in ERTE, with the inclusion of subsidized workers in the ERTE, allowing the reduction of the workforce for objective reasons and increasing public incentives for continued employment.
This suggests that we believe a relocation program for workers affected by ERES or ERTES in companies with fewer than 50 employeesin collaboration with LABORA and private agencies. Furthermore, it calls for an improvement in the health management of sick leave, with a strengthening of the public health system to manage temporary incapacities linked to DANA.
In other sectors, it calls for flexibility in the treatment and authorization of waste and discharges in affected areas and for the general simplification of procedures to speed up emergency procedures with public administrations.
