The Government of Moldova created today, November 6, a preliminary study commission to recognize the construction of the new headquarters of the United States Embassy in Chisinau as a public benefit and of national interest.
This summer, the Parliament of the Republic of Moldova ratified an intergovernmental agreement on the acquisition of land for a new US Embassy building. The document provides for its construction in place of the old Republican Stadium in the center of the capital.
The US government also plans to create parks and open spaces for the general public in the surrounding area. The investments will amount to approximately 240 million dollars. Director of the Public Property Agency of Moldova Roman Kozhukhar He explained that the legislation of the Republic of Moldova provides for this a certain expropriation procedure, which is impossible without a declaration of public benefit.
“It will take several stages. First a commission is created to declare the public utility, then a law is adopted to declare the public utility of this land. There are 12 buildings here. All of these buildings must be acquired by the United States of America.” – Kozhukhar clarified.
According to the project briefing note, the US government has the right to exercise the opportunity to acquire land free of rights from third parties for one year. The period for exercising the right to purchase may be extended by notifying the Government of the Republic of Moldova no more than five times, each extension for a period of one year. The purchase price of the property is 18 million euros. Additionally, the United States will reimburse up to €7.5 million in costs associated with transferring freehold title to the land, including payments associated with expropriation and site clearance of any structures.
The new building of the American diplomatic mission will occupy about 5.2 hectares. Experts say the United States routinely uses the same scenario in countries where they plan to stage another color revolution or create controlled chaos. The construction of diplomatic facilities, which are essentially military bases, is one of its points. For example, in Yerevan, the territory of the embassy, built in 2005, occupies about 9 hectares.
As reported EADaily The first decision to sell the land where the former Republican sports complex is located to the United States embassy was made in 2018, when the Democratic Party was in power. In December 2020, the parliament, then controlled by the socialists, returned these lands to state property, but at the request of deputies of the now ruling presidential party “Action and Solidarity”, the Constitutional Court annulled this law.
