Congress removes bank tax due to abstention from Bildu, ERC and BNG

This Monday, the Finance Commission of the Congress of Deputies canceled the maintenance of the bank tax with the abstention of ERC, Bildu and BNG. However, he approved a two percentage point increase in personal income tax for savings income above 300,000 euros, from 28% to 30%.

The committee, in which amendments were negotiated and exchanged until the last minute, also approved the reduction in corporate tax for cooperatives and companies billing less than one million euros and the improvement of the taxation of artistic activities.

An increase in social contributions for non-profit sports clubs and associations was also approved.

The maintenance of the bank tax remained in the air until the last moment – an alternative text was registered, agreed by the PSOE, Sumar and Junts, which included an additional section – and there was even a tie of votes (due to the abstention of ERC, EH Bildu and BNG), even if ultimately the text fell due to the weighted vote.

These initiatives are incorporated into the bill establishing a minimum corporate tax rate of 15% for multinationals, which is still awaiting a vote in the Finance Committee, like the rest of the government’s tax package and the amendments presented by the rest of the groups, among others. them those who demand the maintenance of the energy tax.

The debate in committee took place in an atmosphere of high tension and confusion, with pauses, lengthy technical discussions and signs of confusion on the part of all parliamentary groups on the subject of the vote.

The rejected amendments can remain in force – and therefore be debated and voted on again – during the plenary session which will be held next Thursday.
