Consumption wants to prohibit increasing price in resale of cultural indicators, shows the input data

The Ministry of Consumer seeks to prohibit the increase in the price in the resale of cultural indicators. This will be one of the measures included in the draft law on sustainable consumption of the Ministry of Social Rights, consumption and agenda on 2030, which is confirmed by consumption sources for Eldiario.es. The project, which, if on Tuesday is not in the last minute, will be presented in the Council of Ministers on Tuesday, which initiates its parliamentary procedure.

Although at present, the use of bots is already prohibited from purchasing tickets for cultural shows and subsequently resell them, the reality is such that this is a ban that does not work. Consequently, from the portfolio directed by Pablo Banidui, they intend to prevent the increase in the entrance price in this resale outside the variation of the IPC from the moment of the initial purchase.

This measure strives to attack economic incentives that are currently in resale in order to put an end to this. That is, the purchase of mass tickets through bots, and then selling it at exorbitant prices ceases. The big question is how to control the measure that comes to change the prohibition that is not made.

Sources of consumption explain that they will act as an advertisement for tourism floors. The sale of cultural show tickets in resale, which have a higher price for the adjustable, transform such activities into illegal ones that will lead to the fact that the blockade of the web page will be called up, where the violation was made, and the subsequent sanction for the offender.

For this, Article 20 of the General Law on the Protection of Consumers and Users will be changed in order to prohibit resale from increasing the ticket price outside the variation of the CPI from the moment of the initial purchase at the time of the next sale. After his first round of approval in the Council of Ministers, he must be approved in the second round before arriving at the congress of deputies, where this measure will finally be approved.

Spain follows other countries in our environment, such as Belgium, where since 2013 the usual resale of tickets has been prohibited provided that they have no permission from the organizer, as well as random resources of tickets at a price above the initial price.

Something like this happens in France, where in 2012 an article was presented in the French Criminal Code that prohibits the usual reserves of records for cultural, sports or commercial events without explicitly resolved the organizer or manufacturer of the event.

According to the consultant’s report, a proven market research, while in 2024 the rating of the ticket resale is 1817 million euros, by 2030 it is expected that it will grow to 7,769 million. From this figure, Spain usually ranges from 10% to 15%, which will mean 932.3 million euros per year in 2030. Therefore, if this measure is approved, it is believed that this will lead to the fact that part of this amount remains in families, and does not distribute it to unproductive activity and which will not provide additional value.
