The province of Malag and, in particular, its capital, are a Mecca of tourist houses in Spain. Indicators, known so far, have already allowed to be at the top, but there was not enough nesti or homogeneity in order to be able to compare with other areas of the country.
Now the new state register, created by the Ministry of Housing, mandatory since the beginning of July, allows official data to the phenomenon: the city of Malaga (591,637 residents) leads the rating of cities with the greatest proposal of tourist sexes; They are followed by Barcelona (1 702 547 people), Seville (687 488), Marbella (159,000) and Aron (86,624).
Malaga Capital Records 7 102 applications for registration of tourism housing as of July 3, according to the municipal state registry provided by the ministry. In the list of 20 municipalities with the greatest demand for tourist premises in Spain there are five other cities of Malaga: Mijas (7th place), Benalmaden (9th place), fungirola (11th place), torreolinos (12th place) and aestropon (15th).
All exceed 2000 applications to the ministry. These data also make Malaga a leading leader at the province level, with 32,093 statements for this date, almost twice as much, Las -Palmas with 18,954, or with alikant, the third with 17,045.
The new state registration and the real estate registered by registrars was approved at the end of last year by a resolution of the Council of Ministers to implement European information rules regarding short -term lease. This is a system that records and issues an identification number for both tourist lease and seasonal (excluded from this information), signed for a period of less than one year, and sometimes used by owners to overcome forced extension of up to five or seven years of lease to housing legislation.
Andalusia is a region where the registrars visited the largest number of requests: more than 50,000 for tourist use and 2250 for seasonal lease as of June 30, which increases within days. Nevertheless, this figure represents 65% of tourist houses, which, according to INE, exist in Andalusia, and only a third of 149,608 licensed by Yunt de Andalusia as of July 4.
The system key is a “separate window”, a communication model between the ministry, the college of registrars and rental platforms. When the school warns that the floor does not meet the requirements, its registration is revoked and transmitted to platforms that cannot sell any advertising with this number and should remove them from the rental offers.
A system fried from the board of the director by invasion of competence
Andalusia has its own registration for the rental of tourists since 2016. Yunt de Andalusia resorts to the courts of the State Register, because he believes that she has exceptional competence of management and control over the data of these agreements and that the state is invading its land.
The new tool of the ministry allows you to homogenize data and contrast, increasing the methodological differences that can exist between autonomous records. For example, in the case of Andalusia in the registry of the Board of Directors, it includes 12,815 tourist housing licenses, registered in Malaga, while in the States 7 102.
Each administration matters with different criteria, time and goals. In Andalusia, you can have a licensed house for the tourism floor, but not announce it about rent. Only the fact of the presence of this license is “active” to sell it more expensive.
Another usual source for accounting for renting apartments is reports that INE publishes twice a year based on active tourist houses on the main platforms. These figures, as a rule, are much lower than that of the Andalusian registration, because they are based on effective activities on web portals. In the last survey in the Malag, the capital was 7.496 tourist houses, a figure shown, very similar to what the Ministry of Housing now indicates.
The state register does not determine the new requirements and does not at the moment establish the authorization regime for the lack of registration, but the commissioning of the State Register on July 1 is not uniform. Private lawyers and owners explain this environment that the cap comes from the slowness of the Andaluz Register for some procedures.
For example, a change in property (and, therefore, in the ownership of a license) requires months to register for the junta de Andalusia in the provinces with “rich” services such as Malaga, and this forces the state register to reject registration in turn.
The data provided by the ministry for this environment propose the image of the province as a leading link for tourist houses. The capital is a list in absolute numbers, but it would be an even greater leader if relative links were adopted, since it has more registered tourist houses than in Barcelona or Seville with fewer population. In total, there are 7 102 houses dedicated to renting tourists.
Of these, registration includes 3283 in the “active” state of the condition and 3125 in the “temporary asset”. This means that they provided information and documentation for registration and already have a number in order to be able to in the market, but the application should still be considered by the college of registrars. After this exam, if possible, the shortcomings (lack of a responsible declaration, cadastral link) have not been corrected within seven days, registration has been canceled. In the capital of Malaga, 694 was canceled.
Malaga, Marbella, Mijas and Benalmaden in TOP -10
Barcelona follows Malaga, with 6849 registration applications, including active, preliminary and canceled active. The Top Ten Posts Seville (The only non -Coastal City of the Ranking) Complete, With 5.346 Floors, Marbella, With 4.602, Arona (Tenerife) With 3.239, Adeje (Tenerife) With 2.972, Mijas (Málaga) with 2.765, San Bartolomé de Tirajana (Las Palmas) With 2.765 and Benalmaden 2762.
The saturation of tourist housing in some is the central problem of municipal policy in cities such as Malaga, Sevilka or Marbel, the first Andalusians in the ranking. Everyone took measures aimed at limiting their proliferation, but their effectiveness is not enough at the moment, which allows you to see the degree of urgency that each municipal government gives, all in the hands of paragraphs.
Marbella approved the creation of a municipal registry in February, explaining that “it is necessary to have a census that reflects the real proposal.” According to a study responsible for the university of Malaga, only 32% of objects written out as tourism before the rule are “really sold”, so the municipality decided to provide a new register, which thus adds to the regional and the state. He also announced a new regulation to restrict the change in the use of commercial premises for this activity.
In Seville, it was found that in areas with more than 10% of tourist houses in relation to a total real estate park, new licenses will not be provided. This figure does not seem very ambitious to the opposition, and PP periodically agreed with VOX to study the possible reduction in interest in some areas. In addition, there is evidence that housing of saturated areas continues to register, as journalist Manuel Florence showed.
In Malaga, the mayor announced new measures on the eve of every new demonstration of the house. In June 2024, this was a ban on registering new tourist houses, if they did not have an independent departure and consumables from the rest of the building; In October, an additional ban has arrived in the surroundings, in which it exceeds 8% of the real estate park. And in March of this year, the mayor of Francisco de La Torre announced that he had prepared a global moratorium for three years, that is, a ban on new records. However, this was no longer known. These decisions did not contain inscriptions. Since he announced that the first measure has passed, and now there are 1526 registered ones: on June 10, 2024 there were 11,289, and today there are 12,815. There are census sections in the Malaga that exceed 84% of tourist housing in the real estate park.
The adviser to the Malagi Veteran gradually suggested that housing is the main problem of its mandate, and now makes bets on the provision of public sites to private promoters for the construction of official housing from 45 to 55 square meters, as well as accelerating and facilitating advancement on other floors and putting the “red carpet” in front of the tourist model. This is not enough for the opposition.
The local PSOE, following the government, usually gives an example of Barcelona, which with the triple population already has less applications for tourist housing and indicates its disappearance in 2028. “I hope that there will be more colleagues,” said Minister Isabelle Rodriguez, in connection with the housing policy, but also on reasonable construction. An announcement of tense areas that Malag refuses to request, and that the junta de Andalusia, who has the forces, will not work.
