The hearing on the appeal of the sentence against the former head of the executive authority of the Neftchala district, Ismayil Valiyev, and other persons prosecuted together with him, has ended in the Shirvan Court of Appeal.

According to the decision, the appeal was not upheld.
It should be recalled that Ismayil Valiyev and other officials were detained by the State Security Service in February 2020. Based on the collected materials, it was established that the head of the district executive, Ismayil Valiyev, regularly abused his powers and personally demanded money from the directors of education, health and other local state institutions under various names.
In addition, fundamental suspicions were established that Ismayil Valiyev personally, as well as the first deputy head of the executive branch, Vurgun Akbarov, the head of the architecture and construction department, Vugar Nagiyev, and other officials under his authority, demanded money from people who were They dedicated themselves to private activities. commercial activities in the region under various names.
During the inspection of the service rooms of Ismayil Valiyev, officials of various local executive authorities and other local state bodies, as well as persons engaged in entrepreneurial activities, Vurgun Akbarov, deputy head of the executive Gultekin Sadighova, head of the Department of Territorial Administration and Local Autonomy – Government Bodies Anar Jafarov, based on the court’s decision Lists of purchased funds drawn up in his own handwriting, large amounts of cash, documents and other evidence important to the case were discovered and taken away.
Ismayil Valiyev was charged by the investigative body under article 179.3.2 (embezzlement or massive waste), 308.2 (abuse of official powers) of the Criminal Code, when the actions provided for in article 308.1 of this Code have serious consequences or the choice. when committed for the purpose of influencing the results of (referendum), 311.3.1 (bribery by a group of persons or an organized gang who colluded beforehand), 311.3.2 (repeated bribery), 311.3.3 (large-scale bribery apple amount) and 313 (the indictment was announced under the article of falsification of rights.
In addition, the former head of the executive branch of the Neftchala district Ismayil Valiyev, the first deputy head of the executive branch Vurgun Akbarov, the head of the architecture and construction department Vugar Naghiyev, the head of the district education department Ajdar Karimov , the head of the territorial management department and local self-government bodies Anar Jafarov were detained by the investigative body, Telman Zahidov, chief physician of the Central District Hospital, was charged with articles 179.3.2, 308.2, 311.3.1, 311.3.2, 311.3.3 and 313 of the law. the Penal Code.
Ismayil Valiyev was sentenced to 10 years, Gultekin Sadygova to 6 years and 6 months, Telman Zahidov to 8 years and 3 months, Ajdar Karimov to 8 years and 6 months, Anar Jafarov to 8 years, Vurgun Akbarov to 9 years and Vugar Nagiyev to 8 years. By decision of the Shirvan Court of Appeal, Ismayil Valiyev’s sentence was reduced from 10 years to 9 years and 6 months, Gultekin Sadighova’s sentence was reduced from 6 years 6 months to 6 years, and Ajdar Karimov’s sentence was reduced from 8 years 6 months to 8 years.
According to the decision of the Supreme Court, Ismail Valiyev’s sentence is 6 years and 2 months, Telman Zahidov’s sentence is 5 years and 6 months, Ajdar Karimov’s sentence is 5 years and 10 months, Anar’s sentence Jafarov is 5 years and 6 months, Vurgun Akbarov’s sentence is 6 years, and Vugar Nagiyev’s sentence is 5 years and 8 months, and Gultekin Sadighova’s sentence was reduced to 4 years and 6 months.
