The former adviser on the transparency and participation of citizens in Shapiner, the city in the Sierra -Wall of the Madrid community, which is only 2,600 inhabitants, was represented a few weeks ago by the mayor of the city of the coalition government, formed after the last municipal elections.
In the latest elections, the Xabier Pedroso party, which improves the Charker (Mecha), was a key government. To prevent the right to PP and the extreme right to VOKS, they finally supported the tripartite, formed by four independent advisers for Chapinería (IC) and an adviser to PSOE. “From the very beginning, it was clear to us that we wanted the Department of Transparent and Participation of Citizens. Our idea was to listen to people in order to be able to fulfill the best policy, ”the teacher introduces the teacher.
Nevertheless, they could not sign a software pact with their state partners. “We try, but we never get to that,” says Pedrozo. The current mayor, Lucia Moya from IC, adds that “the first year and several months” worked “very well, but the thing has changed.” Meanwhile, they first approved in the history of Chapiner that the governor perceived the salary for his functions. “We understood, and we continued to do this that a person should collect with exceptional dedication. This is a way to prevent only people with money, ”Pedrozo notes. Today, Mage receives a monthly distribution of more than 2500 euros, that is, about 30,146 euros per year, as can be seen on the transparency portal of the city council.
“The idea of this advice was to have access to the economic information of all the others, something very transversal, because here citizens have never been an account,” says the same Pedrozo. Another goal was to improve participation, especially the youngest people in the city. For some time they did this through Citizen Laboratories.
No disputes about decisions
Nevertheless, the fur faced several walls when materializing his complaints. The first arrived when they published expenses for city holidays, in 2023. “The budget was about 120,000 euros, and 70,000 were only for bulls. People could see for the first time in the schedule where their money was caused by discomfort, and not among the struggle of bulls, but in the IR, ”he says. His intention was to go much further. Pedrozo admits that he wants to “publish every year to publish the total number of city council, where more than half of the budget enters the wages of municipal workers.”
Another wall with which they encountered were orders of the Day of Government Councils. “There were no debate. What the mayor sent was what had to be done. We asked for reports, documentation, opening files to calmly consult with them, but nothing. They did not understand that we were tripartite, ”says the former adviser.
His version is faced with the frontal with Moya’s, which claims that regular meetings were held, but the ratio of fur has changed after confrontation at the local playground. “They began to say the dynamics that the libs at meetings that were not commenting, only they had to comment with their group,” he says.
They drag problems with transparency
One of the greatest difficulties undertaken by Pedrozo and Fur was the renewal of the portal of the transparency of the city council. “The portal is currently not updated in accordance with the law, the main contracts, subsidies and economic information are absent, in addition to the fact that it cannot be easily available via the Internet,” says the institute’s teacher in Alkorcon. Moy, on the other hand, notes that they tried to update him “with the help of the media” that they have.
In any case, this is not the only problem of transparency with which they are faced with Chapinería. The Secretary-Infalion evening of the municipality Jose Ignacio Diaz has been financing Chapinería since 1992 and receives a salary for more than 4,800 euros a month between salaries and pluses. In his annual report on the internal control of the consistory signed by Moyia in April 2025, he devotes several pages to some of the “most significant drawbacks”, as he represents them. For example, he emphasizes that “there are high current expenses that are hired by lower hiring, a high amount and repetition of which facilitates, that the contract divisions arise and prevents their free coincidence.”
To this is added that “there are contracts that are repeated the year after the year that must be proposed”, as well as “some case of current expenses made without a hiring file”. As for the official shortcomings, the interventor secretary affects the fact that “there is some technical deficit in the verification and conformation of accounts that determine the proper benefit” and that “there is no practice or routine of documentary justification of the subsidies provided”. In addition, “shortcomings obtained from the structure of the municipal organization were discovered, which limits the amount of verification in the income management procedure.”
Moy protects himself from all this. “We do not go out for the law,” he emphasizes. In addition, he exclaims that from the city council they always send the community an excuse for all subsidies provided. “If not, do not give them them to you,” he says.
No money for other violations
The application of the law on democratic memory is another of the issues that requires fur in the municipality. The mayor replies: “We must cover some arrows from the Falange shield recorded on the stone. The idea is to put the chapinería shield on the top, but we have no money. ” Pedrozo also emphasizes that there is no approval of working relations in the town hall, while Moya claims that they have already begun prepared. “This was not done before because the time has not occurred.”
Also, there is no plan for municipal waste management or regulation of financial control that the governor considers recommended, but not mandatory. “We try to survive, therefore, not taxation of people’s economies, because everything is a matter of money,” the mayor says.
In addition, from Mecha, they argue that “they made accounting for many years from the lack of processing.” The governor, in this sense, is protected by the fact that everything comes from the fact that with a tender for collecting waste and some minor conflicts. In addition, Pedroso describes in detail that there are no objective or measurable criteria for providing performance. This extreme is even confirmed by mine, saying that she is a personnel adviser, Carmen Freyre, who “is guided by additional efforts that the template makes in each department.”
Amparo Ombudsman
Thus, from fur, they began to vote against all those movements represented by IR, which were not seen with good eyes. “We did not sign an empty check, we were there to agree,” Pedrozo repeats. Myya pulled him out of his government on May 27 this year.
Now, the former adviser, on transparency, went to the Ombudsman, where he condemned the bumps that they saw during all this time, and that, according to the history of Pedrozo, the mayor refused to change. “We will condemn other things to justice if you take any actions that could be fined,” he adds.
My, on the other hand, is faced with a half of the legislative body, as during its previous period. “This is a parliamentary democracy, and each of them can make a decision that it seems to it. We will continue to work for people, ”says the governor.
