The trial of the former head of the Finance and Budget Department of the Ministry of Defense, Major General Nizami Mammadov, the former head of the Financial Service of the Air Force, Colonel Jalal Kazimov, the former head of the Financial Department of the Ground Forces Bayram Bayramov and the former head of the Navy Financial Service Vusal Alizade, who were detained for embezzlement, the process continues.
According to “Report”, Bayram Bayramov, accused in the trial presided over by Judge Fikret Aliyev, said he had a complement to his testimony.
Bayram Bayramov said that he worked as head of the corps’ financial service from October 2019 to October 2021, and during that period 3,787,341 manat were allocated:
“In the inspection act of the Ministry of Finance, the legally paid amount of 719,328 manats was indicated as an excluded amount, which is not possible. I already mentioned in my previous statements that this amount was not excluded. This was also confirmed by the boss. The boss of the finance department, Sadiq Sadigov, and the head of the finance department, Elmin Bayandikli, in their testimony in court, 1 million 558 manats were paid in the name of a special allocation based on the distribution of the withdrawn amount on the military part .
Bayram Bayramov noted that the grocery, gift and stationery store located in the Beylagan area was paid 48,000 manats per month, between 2,000 and 3,000 manats per month, to cover the expenses of the commander of the military unit’s canteen, guests coming to the military unit and other expenses of the military unit:
“The goods were taken out of the store by drivers, cooks and the accountant of the military unit, Rufat Guliyev. When the funds were opened, I entrusted Rufat Guliyev to deliver the money. In addition, Hamlet Allahverdiyev, who lives in Beylagan and sells agricultural products, I received a total of 120,000 manats, 5,000 manats a month for 24 months.”
According to the defendant, during this period, every month he gave the money to a person named Hamlet to Ulfat Abbasguliyev, who served as an aide-de-camp to the corps commander:
“Because I knew Hamlet. After September 2020, I myself paid these funds to the person named Hamlet.
Bayram Bayramov appealed to the court with a petition, Ulfat Abbasguliyev, Khalid Mammadov, Rashad Salmanov, Bakhtiyar Aliyev, Orkhan Javadli, Hamlet Allahverdiyev, Rufat Guliyev, Namig Mammadov, Ali Humbatzade, Javid Eyvazov, Farrukh Khalilov, Khayal, Alamdar, Bahruz and ” N”, located in Ganja. asked to question the head of the housing maintenance service of military unit no.
The prosecutor asked the court for time to review the petition.
The process will continue on October 25.
It should be noted that Major General Nizami Mammadov, former head of the Finance and Budget Department of the Ministry of Defense, Colonel Jalal Kazimov, former head of the Financial Service of the Air Force, Bayram Bayramov, former head of the financial department of the Ground Forces , Vusal Alizade, former head of the financial service of the Navy, Colonel Mahir Shirvanov, former head of the Procurement and Supply Department of the Ministry of Defense, as well as Malikmammad Gurbanov, former head of the Procurement and Supply Department of the Ministry. and Colonel Fikret Mirzayev, former head of the Ministry’s housing operations department, were arrested as a result of a special operation carried out by the State Security Service.
The defendants are accused of embezzling money from the state budget.
It should be noted that the total damage caused to the State in the criminal case is 143 million manats. The criminal cases were referred to the courts for consideration in separate proceedings. For the total damage caused to the State during the investigation period, 40 million manats were paid.
The Ministry of Finance was recognized as a victim in the criminal case. Each of the defendants was charged with Article 179.4 of the Criminal Code (especially embezzlement by causing significant damage).
