The first theoretically independent report of Bank of Spain about rental accommodation under the mandate of José Luis Escrivá mainly blames the owners of the rise of price due to their lack of investment and their preference for seasonal rentals. Likewise, it makes no reference to legal uncertainty nor to the squat.
