The European network of the power supply network of electricity (ETSO-E) has advanced this Friday a preliminary report indicating that the darkening last Monday, April 28, occurred due to the “complex sequence of events” and the details that two periods of stress and frequency were registered in the European continental electric system within half an hour before the incident.
The public association, which was responsible for the preparation of an independent European investigation of the incident with energy, reported on late Friday in the statement that half an hour before the disconnection that occurred after 12.33 hours, two fluctuations were registered from the point of view of the authorities and the frequency between 12.03 and 12.07 and between 12.19 and 12,21.
“Transport network managers in Spain (Red Electrica) and France (RTE) took measures to soften these fluctuations. During the incident there were no hesitation, and the variables of the electric system were within the normal range of operations, ”explained Entso-E, who discovered that Spain exported up to 1000 megawatts (MW) for 2000 MW, and morality.
The agency indicated that the event began at 12:32:57, and that in the next 20 seconds in the south of Spain, a series of various generation interruptions in the amount of about 2200 MW were estimated.
“There were no generation breaks in Portugal and France. As a result of these incidents, the frequency decreased, and there is an increase in the voltage in Spain and Portugal, ”he gathers in this preliminary report.
Already between 12:33:18 and 12:33:21 The frequency on the peninsula continued to fall up to 48 Hercios, which activated plans in case of unforeseen circumstances of both Spain and Portugal. In turn, the alternating current networks between France and Spain were successfully disconnected in front of the loss of synchronism.
Thus, at 12:33:24 “Full collapse of the Iberian electric system” and high -voltage cables between France and Spain materialized, they also stopped the transfer of energy.
Network reset in a record time
Entso-E emphasized that in 12.44, just 10 minutes after the incident, the first 400 kV line between Western Spain and France was again reactivated, and that after 20 minutes the relationship between Morocco and Spain was already operated.
From the very beginning of restoration to approximately 13.30, several Spanish hydroelectric power plants with a “black starting ability” were launched to initiate the restoration of the system. At 1:35 pm, the connection on the eastern flank of the border of the Franco-Spanish was active again. In addition, in 16.11 and 17.26 of the Spanish peninsulas of the peninsula, two electrical plants of Portugal with the initial ability in ISLA managed to restart after “unsuccessful previous attempts”.
Then the first 220 kV line between Spain and Portugal again received energy after 18.36 hours, accelerating the restoration of the Portuguese system. In addition, at 9:35 p.m. there was a line of connection of 400 square meters, which exists in the south of both countries. Finally, the general restoration of the transmission system was completed in Portugal after 00.22 hours on April 29 and in Spain about 04.00 of the same day.
The ministry considers the analysis of “good news”
For its part, the Ministry of Environmental Transition and the demographic task considered it “good news”, which advanced in the analysis of the reasons for the disconnection and that the initial assessments of the generation losses were provided. In addition, “he greeted” the designation of a group of experts who will direct an independent study of ENTS-E.
“Entso-e has moved that the causes of the crisis are complex and report two periods of stress and frequency fluctuations in European electrical systems within half an hour before the incident that stabilize TSO (abbreviation in the operator of the transmission system (transport system operator)) in Spain and France,” they said in Europa Press Ionsement in ministry.
Similarly, the Department, led by Sarah Ansen, said that the crisis analysis committee, whose working groups will continue to work this weekend, will meet again the next Monday. “The committee will analyze all available elements and continue to work with all operators in order to know with confidence the origin of the incident,” they added.
