The statement comes after learning that the Federal Commission of Ethics and Guarantees of the PSOE decided today to suspend the organic process of the Socialist Party of Castile and León, approved yesterday by the Autonomous Committee, for the celebration of its XV Congress Autonomous.

Suspension of primaries
In the statement, Tudanca explains that “my commitment as Secretary General is to defend, today as always, the voice of activism, that of Castilla y León, which today has been prevented from being exercised due to the suspension of the primaries”.
He continues to affirm that the summons “was scrupulously statutory. So much so that it was identical to that of the last congressional process and with deadlines identical to the convening of the Federal Congress. This resolution would render all autonomous Congresses held in 2021 null and void.”
In addition, the convocation was approved with 81% votes in favor, 10% against and 9% abstention from the Autonomous Committee, the supreme body of the PSCyL and competent for the convocation.
Its cancellation, “in a resolution which is not even adopted by the entire competent body”, specifies the press release, recognizes that “it is only a subjective interpretation”.
For this reason, Tudanca admits, “nothing expressly prevents this call in the regulations, asking the next Congress to regulate it and, therefore, recognizing that this is not the case.”

Reasons for suspension

In its nine pages, it explains that by “congress” we must understand the entire process and calendar, and not just its physical celebration between January 25 and 26 in Palencia.
Therefore, he maintains that the entire congressional procedure corresponding to the levels below the national level must take place once the Federal Congress is held, therefore from December 2.
“The rules that will govern these parliamentary processes will be those that result from the 41st Federal Congress and that will be approved by the Federal Congress,” says the resolution, which affirms that this is the way to respect the processes, “from top to bottom.” »
Consider that the bodies that will govern the next organic process will be elected to the Federal Congress and that the statutes that will determine the procedure will be approved there.
“Not understanding things in this way would give rise to what can be understood as an anomaly, according to our federal system, namely that there are lower bodies elected according to previous standards.

For all these reasons, this federal body agrees to cancel the bases of the convening of the Autonomous Congress of the PSOE of Castilla y León, approved yesterday by its Autonomous Committee, as well as the calendar, which had been proposed by the Executive of Luis Tudança .
Furthermore, this resolution cannot be the subject of any appeal before any other internal body, in accordance with the statutes in force.
