The former president of State Ports (PdE), Francisco Toledo, testified this Friday as a witness before the judge in charge of the investigation of the appeal Koldo case.
He did so because PdE, the public company he led until 2021, a year earlier, in early 2020, in the midst of the Covid-19 pandemic, had signed a contract for the company. SL Management Solutions will import masks to supply the Ministry of Transport.
And in this court case, Judge Ismael Moreno is investigating the alleged collection of illegal commissions through this and other public rewards.
During his interrogation, Toledo assured that the contract of Soluciones de Gestión SL had been given to him by higher levels of the Ministry of Transport, to which Puertos del Estado is attached. He was his subordinate Alvaro Sanchez Manzanaresinvestigated in the case, the person in charge of managing and executing it, as the witness insisted this Friday.
Asked about the logistical problems of this procedure, Francisco Toledo indicated that he complained about the delay in delivery and that he opposed certain deadlines, but that Sánchez Manzanares informed him that “José Luis” had given the green light to continue recruiting.

He met this company, from Valencia, while he was stationed in Castellón.
