The text of the Tripartite Declaration says:

“We, the President of the Republic of Azerbaijan, Ilham Aliyev, the Prime Minister of the Republic of Armenia, Nikol Pashinyan, and the President of the Russian Federation, Vladimir Putin, declare the following:

1. Starting at 00:00 Moscow time on November 10, 2020, a complete ceasefire and all military operations in the Nagorno-Karabakh conflict zone are announced. Thereafter, the Republic of Azerbaijan and the Republic of Armenia, which will be called Parties, will remain in their current positions.

2. Until November 20, 2020, the Agdam region will be returned to the Republic of Azerbaijan.

3. A peacekeeping contingent of the Russian Federation is stationed along the contact line and the Lachin corridor in Nagorno-Karabakh, consisting of 1,960 servicemen armed with firearms, 90 military armored vehicles, 380 vehicles and special equipment.

4. The peacekeeping contingent of the Russian Federation is deployed in parallel with the withdrawal of the Armenian armed forces. The term of stay of the peacekeeping contingent of the Russian Federation is 5 years, and if any of the Parties does not express its intention to terminate the application of this provision 6 months before the end of the term, the The term is automatically extended for the next 5 years.

5. To increase the effectiveness of control over the compliance of the parties to the conflict, a peacekeeping center is created to monitor the ceasefire.

6. The Republic of Armenia returns the Kalbajar district to the Republic of Azerbaijan by November 15, 2020 and the Lachin district by December 1, 2020. The 5-kilometer-wide Lachin corridor, which will ensure the connection between Nagorno-Karabakh and Armenia and will not touch the city of Shusha, it is under the control of the Russian peacekeeping contingent. Based on the agreement of the parties, a plan will be established in the next three years for the construction of a new traffic route along the Lachin corridor, which will connect Nagorno-Karabakh with Armenia and, therefore, future relocation A Russian peacekeeping contingent is planned to protect that route. The Republic of Azerbaijan ensures the safety of citizens’ vehicles and cargo movement in both directions along the Lachin Corridor.

7. Internally displaced persons and refugees return to the territory of Nagorno-Karabakh and surrounding regions under the supervision of the office of the United Nations High Commissioner for Refugees.

8. Prisoners of war, hostages and other detainees, as well as corpses, are exchanged.

9. All economic and transport links in the region are restored, the security of transport links between the western regions of the Republic of Azerbaijan and the Nakhichevan Autonomous Republic is ensured to organize the unhindered movement of vehicles and goods from the citizens of the region. Republic of Armenia in both directions. Control of transport connections is carried out by the border service authorities of the Federal Security Service of Russia. According to the agreement of the parties, the construction of new means of transport and communications will be ensured, connecting the Nakhchivan Autonomous Republic with the western regions of Azerbaijan.
