These are licenses that, without prejudice to the subsequent obtaining of the definitive license, allow the start of construction or rehabilitation works, after verification and validation of certain essential requirements. Specifically, and in “full respect” of regional and local powers in terms of town planning, the characteristics that these simplified licenses must have are clarified so that they can be valid for the purposes of obtaining an expert appraisal without conditions that can be used for the mortgage. guarantee.
In concrete terms, it should be noted that it must be an enabling title or an administrative authorization allowing the irrevocable start of the work and that it must be a large-scale authorization.
