The Finance and European Funds Commission of the Zaragoza City Council approved the Tax orders 2025after debating and voting on the individual votes presented by the municipal groups.

The most significant novelty compared to the initial project was the proposal to update waste collection and treatment rates according to the IPCthanks to a private vote by ZeC which was voted in favor by all municipal groups.

In the case of of sanitation and water supply tariffs, the update of 13.40% was carried outwhich is part of the obligation to balance the income and expenses associated with these public services and also the commitment of the municipal government to improve the water supply network.

Low-income households will benefit from reductions on these prices, according to the IPREM index. Concretely, families whose income does not exceed 16,865 euros will benefit from a bonus of 83%; Families with incomes between 16,865 and 21,984 euros will benefit from a 50% bonus, and those with incomes between 21,984 and 24,238 euros will benefit from a 7.5% bonus.

The update will make it possible to fill almost the entire deficit linked to these services and also to continue to finance the infrastructure investments that the Zaragoza City Council has undertaken in recent years to improve water quality.

The municipal government will continue its investments in this area, which have tripled in a decade. In 2024, investments in infrastructure for the entire water cycle will exceed 10 million euros, according to forecasts, thus consolidating an upward curve. In 2023, this figure was 6.8 million; 1.6 million were spent on it in 2012, 2.9 million in 2015 and 4.6 million in 2018.

Low tax pressure

Regarding municipal taxes – Property tax (IBI), Tax on economic activities (IAE), Tax on construction, installations and works (ICIO) and capital gains -, Zaragoza maintains, for a additional year, a low level of tax pressure.

This is the lowest amount in the major Spanish capitals: 482.80 euros in Seville, 498.28 in Valencia, 747.81 in Barcelona and 789.87 in Madrid.

The 2025 tax ordinances will be subject to public exhibition for a period of fifteen days for the presentation of possible complaints. Subsequently, these complaints will be resolved by the same Commission on Finance and European Funds in December. Finally, the text will be submitted to the municipal plenary session for final approval.
