IBI will drop by 5% and ORA will be free for families with children up to three years old

The government team of the Valladolid City Council approved this Monday in the Government Council the modification of the tax ordinances for 2025 that includes the reduction of 5 percent of the tax rates of the Real Estate Tax (IBI), a decrease that, according to the mayor, affirmed , Jesús Julio Carnero (PP), that it will be progressive until the end of the mandate in 2027 to reach the 10 percent decrease that was one of the electoral commitments of 2023.

This was stated by Jesús Julio Carnero during a press conference he gave this Monday in the company of the deputy mayor of Vox and councilor for Education and Culture, Irene Carvajal; and by the mayor of the Treasury, Personnel and Economic Modernization, with whom he detailed the fiscal developments for the year 2025, with the exception of the introduction of the new garbage rate “imposed” by a regulation of the European Union, which will be approved shortly to enter into force on January 1.

The main novelty for the coming year is the already announced reduction of the IBI, on which the Popular Party has reduced its electoral program by 10 percent. The reduction was not applied in the first budget made by the current government team, that of 2024, and for 2025 a reduction of 5 percent will be applied, which, according to Carnero, will be progressive in the following years with the guarantee that before the end of the mandate (2027), the aforementioned 10 percent will be achieved.

Carnero reiterated the City Council’s commitment to transparency and accountability in the management of public resources, and in this sense he explained that to carry out the planned changes, the reports of the Independent Authority for Fiscal Responsibility (AIREF) have been taken into account. regarding compliance with the objectives set in terms of budgetary stability and public debt of the Valladolid City Council, which approve the improvement of the economic data of this entity and the forecast of compliance with the tax regulations for 2024, in addition to the conditions of Organic Law 2/2012, on budgetary stability and financial viability.

“Precisely, a year ago we were faced with a totally different scenario, in which the reports of AIREF and the General Intervention, on the economic and budgetary state of the City Council of Valladolid and its dependent entities, result of the management of the previous government team, concluded that if the City Council of Valladolid wanted to comply with the tax rules was forced to increase his income and/or reduce his expenses to avoid closing the 2024 financial year with a financing need and without having to adopt corrective or coercive measures,” explained the mayor.

In this regard, Carnero affirmed that “the time has come to start our roadmap, without losing sight of the principle of financial prudence. That is why we are currently adopting a set of modifications that we will expand over the successive years, faithful to the commitment we have made with the neighbors,” said the mayor.

In addition, the councilor highlighted the creation of the figure of the Taxpayers’ Ombudsman as an instrument to strengthen the exercise of these rights of citizens, so that they can, in an agile and simple way, consult the complaints, claims or suggestions that they wish to have effectively resolved due to their tax relations with the City Council.

Along with the reduction of the IBI, it is introduced 50 percent bonus for installing solar panels up to the full amount of the tax for the first four years following the completion of the installation, up to a limit of 250 euros per year for residential buildings and 2,000 euros for other uses. In addition, the premium for real estate belonging to public research organisations and university education organisations is increased to 30 percent.

Other measures announced concern the parking fee for mechanically driven vehicles on municipal roads (ORA), families with children under 0-3 years old and Large families of special category (more than three children), in both cases registered in Valladolid, will be able to park for free (free of charge) in the ORA zones by establishing an exemption in the ordinance regulating the rate of parking of vehicles in the regulated parking zones.
