On February 13, 2024, Sevinj Ibrahimova, born in 1986, was murdered in Baku. Based on the information received, police officers and the prosecutor’s office are sent to the scene. It turned out that the murder occurred in the area called “Cermet”, at 11B Subhan Alasgarov Street. The body of a woman with multiple stab wounds was found in the street.
Officers of the 17th police department of the Narimanov district detained Rovshan Guliyev, the perpetrator, in a private house located nearby. A knife, an instrument of crime, was stolen from the washing machine.
Rovshan Guliyev was born in 1985 in the Yevlakh district, having previously been convicted three times. Rovshan Guliyev was diagnosed with drug addiction during an examination at the Republican Narcology Center.
The Narimanov District Prosecutor’s Office has initiated a criminal case under article 120.1 (intentional homicide) of the Criminal Code.
According to the forensic expert, 35 stab wounds were found on the surface of Sevinj Ibrahimova’s body.

The investigation established that on February 13 at around 17:00, Sevinj Ibrahimova, who lives in the Sabunchu settlement, arrived at the house of her ex-husband Rovshan Guliyev in the Narimanov district to pick up her own daughter, Deniz Guliyeva. . Rovshan Guliyev, who met the woman on the street, insulted Sevinj Ibrahimova and got into a fight with her. In a public place, for no valid reason, he hit the woman’s body several times with a household knife. As a result, Sevinj Ibrahimova died.
Rovshan Guliyev, questioned in the case, said he had previously been convicted under Article 177 (theft) of the Criminal Code. In 2009, he started a family with Sevinj Ibrahimova, two children were born from the marriage:
“One of them is 14 years old, the other is 7 years old. On July 11, 2023, we divorced by decision of the Sabunchu District Court. My son lived with me all the time and my daughter stayed with us in the middle I decided kill Joy because he was jealous. I was waiting for a favorable time to do it. Sevinj used to come and go to my house to take our little one. When I started hitting with a knife, Sevinj tried to resist me and shouted. around the noise”.
At the court session, Rovshan Guliyev stated that he does not regret his actions, although he pleaded completely guilty to the charges.
Ganira Ibrahimova, legal heir of the victim, stated in her testimony that Sevinj Ibrahimova was her natural daughter:
“When Sevinj went to pick up the children, Rovsha’s mother created a problem and did not allow him to take her children. Although they divorced a year and a half ago, my ex-son-in-law did not provide any financial support for her children. My daughter and I always take care of my grandchildren. On February 13, when I was at work, she called and asked where my daughter was. When I asked her, Sevinc said she was on the subway to her ex-husband’s house, but the children. of Rovshan refused to give her When I returned from work at 10 p.m., I saw that Sevinci’s jacket, mobile phone and bag were on the table. I thought my daughter had gone to the market, but she did not return. 1 a.m. I was informed that Rovshan had killed Sevinci.”
Witness Hanifa Guliyeva stated in her statement that she did not directly see how the incident occurred:
“In general, I didn’t know that my son Rovsha was planning to kill Sevinc that day. My son and daughter-in-law divorced in 2023. I never stopped Sevinc from coming to see the children and taking them away.”
From the speech of the defendant’s mother, it is clear that she was justifying her son’s criminal act. The woman’s words angered the judges and the prosecutor.
Witness Rashad Shikhiyev said that on February 13, when he went out to the market with his son, he saw Rovshan Guliyev arguing with Sevinj Ibrahimova:
“The woman had fallen to the ground, the person with the knife in his hand turned to me and told me not to come closer. Since I had a child with me, I entered the house again and called the 102 service and notified the operator.” about the incident.”
The victim’s legal heir filed a lawsuit requesting that he not reconcile with the accused and that he be given a life sentence.
The court considered that the criminal act of Rovshan Guliyev was investigated by the investigative body under article 120.2.2 (hooliganism with intent to vandalism), 120.2.4 (hooliganism with particular cruelty) and 221.3 (hooliganism, weapons and/or when committed with items used as weapons) is correctly described by its ingredients. Therefore, he must be found guilty and punished to the extent of the penalty provided for in those articles.
Rovshan Guliyev was sentenced to 18 years in prison by the Baku Serious Crimes Court.
