The Ministry of the Interior published, on Thursday, November 14, the latest version of its report “Lived and meaningful in matters of security » (VRS), a large-scale annual survey conducted by the Ministerial Service of Statistics for Internal Security (SSMSI). Increase in discrimination, theft of motorized two-wheeled vehicles and physical violence… The latest edition offers a quantification of crime in 2022, as reported by victims, with great fragility: the evolution of the data between 2022 and 2021 is strongly marked by the influence of the Covid-19 pandemic. “Many indicators show statistically significant increases in a context in which the year 2021, marked by the measures adopted during the health crisis, will probably constitute a low point”underlines the head of the SSMSI, Christine González-Demichel.

Thanks to the responses of almost 110,000 people living in France, the VRS survey nevertheless offers a relevant overview of the crime experienced and the insecurity felt, and makes it possible to include possible infractions that have not been reported. Thus, in terms of property crimes, 3,736,000 people have suffered the theft – or attempted theft – of their car, a slight increase compared to 2021 (+7%). Thefts (and attempted thefts) against motorized two-wheeled vehicles saw a further increase of 33%, with the number of victims increasing from 190,000 to 252,000.

In most attacks on people there have been changes that are too small to be significant. This is not the case with discrimination, which is increasing rapidly. An estimated 1,668,000 people experienced discrimination in 2022, an increase of 52% from the previous year. “It is possible that this increase is due in part to the more limited possibilities of the entire population to access certain public spaces during the 2021 health crisis”the statisticians of Place Beauvau analyze. Among the causes of acts of discrimination, the origin (real or supposed) of the victim appears in 47% of cases. They are followed by skin color (33%), religion (28%) and gender (24%).

Significant gender-based disparities

The other forms of attacks on people whose evolution seems significant are insults, which increased from 2,051,000 to 2,210,000 cases, 8%, and physical violence, excluding robberies, which increased 16%, reaching 603,000 occurrences. in 2022. Sexual and domestic violence did not experience any significant change, and would have represented 1,464,000 cases for the former, 480,000 cases for the second. The statistics service also observes important disparities according to gender. The main victims of threats or physical violence outside of robbery turn out to be men (58% and 57% respectively). On the contrary, women constitute 85% of victims of sexual violence, 77% of victims of domestic violence and 64% of victims of moral harassment.
