International forum held in Shusha – Oxu.az

Views on cooperation were exchanged at the international forum “Application of high technologies for financial intelligence and information exchange” in Shusha, where financial intelligence agencies of the member countries of the Organization of Turkish States are represented.

Oku.Az informs that the Deputy Secretary General of the Organization of Turkic States, representatives of the financial supervisory bodies of the member and observer countries of the Organization and other guests visited Azerbaijan to participate in the international forum on “Application of high technologies for financial intelligence and the exchange of information”. .

Guests paid tribute to the memory of Heydar Aliyev, the eldest son of the Turkish world and national leader of the Azerbaijani people, by laying wreaths and arranging flowers in front of his grave in Baku’s Alley of Honor. Flowers were laid on the grave of the outstanding scientist and ophthalmologist Zarifa Aliyeva and her dear memory was commemorated.

The Forum was held in the city of Shusha with the aim of developing fraternal and friendly relations, as well as historical and cultural relations between the Turkish peoples, as well as further expanding the cooperation of Turkish states in the fight against the legalization of the assets obtained. through crime and terrorist financing, as well as the Financial Surveillance Service (MFS) dedicated to the 15th anniversary of its creation.

The financial intelligence services of the member states and observers of the Organization of Turkish States were represented at the forum. Within the framework of the event, discussion panels were held, opinions were exchanged on the mutual activity of financial intelligence agencies and the application of advanced practices.

At the event, the special representative of the President of the Republic of Azerbaijan in the Shusha district, Aydin Karimov, highlighted the importance of the initiatives of the Turkish Heads of State to strengthen relations between our countries. It was noted that holding the forum in Free Shusha is especially important in terms of the development of collaboration between Turkish states.

Omer Kocaman, official of the Organization of Turkic States, highlighted the deep historical, cultural and social relations between the countries of the Turkish world and spoke about the importance of strengthening relations in the field of combating financial crimes.

The Chairman of the Board of Directors of MMX, Zaur Fatizade, informed the participants about the measures taken and international cooperation in the direction of the formation and development of the system of combating the legalization of criminal property and the financing of terrorism in accordance with international standards. It was highlighted that the partnership between Turkish states is important in the fight against financial crimes. A video dedicated to the cooperation of Turkish states against financial crimes was shown at the forum.

At the event, the heads of the financial intelligence agencies spoke about the experience of the countries they represent in the fight against the legalization of assets obtained through crime and the financing of terrorism.

The Suspicious Transaction Monitoring System (SMS) developed on the basis of advanced technologies and artificial intelligence applied by MMX was presented at the forum. The software consists of 17 modules.

In this new software, an accounting and accountability system was created that meets modern standards, integration with other state institutions was guaranteed, and new innovative applications and visualization were used in the analysis work. To guarantee the integrity of the database, a cross-control and risk management system has been created, and the possibility of making improvements to the software has been created according to the specifics of the country and the activity.

In order to improve the automation of relationships and facilitate the management of processes, an electronic registration system for software users has been created, that is, managers, control and law enforcement bodies. Despite the fact that a short period of time has passed since the introduction of the convenient electronic registration system, 54 percent more people with obligations have been registered than those registered in the previously used system.

As a result of the discussions on “The Future of Sustainable Cooperation”, the financial intelligence agencies of the Turkish states unanimously accepted the “Shusha Initiative”. The goal of the “Shusha Initiative” is to develop cooperation between Turkish peoples in the field of combating financial crimes.
