Iran did not request the S-400 air defense system from the Russian Federation, since Iranian air defense systems developed within the country are superior to the Russian complex.

“Our air defense systems are much more effective than the S-400s,” said Deputy Commander of the IRGC Aerospace Forces Davud Sheikhyan. He added that Iran is actively using the Russian-made S-300 system, but does not see a need for the more advanced S-400.
In recent years, there have been reports that Iran has attempted to acquire advanced military technology from Russia, including Su-35 fighter jets and S-400 systems, although Moscow has not yet delivered these systems.
The S-400 system is considered one of the most high-tech in Russia, capable of tracking and destroying various aerial threats, such as ballistic missiles and stealth aircraft.
Numerous reports in the Iranian media claim that active negotiations for the purchase of the S-400 were taking place in Tehran. US and Israeli officials say Sheikhian’s comments that Iran is still using the S-300 contradict recent Israeli airstrikes in late October that disabled Iran’s three remaining S-300 air defense systems. The systems were the latest in Tehran’s arsenal after another battery was destroyed in an attack in April also attributed to Israel.
