Israel and Hezbollah finally reached an agreement a ceasefire agreement. Formally, the pact —the bulk of which had already been closed for days— is between Israel and Lebanon, countries which do not have diplomatic relations, but which have reportedly negotiated across the United States. But in practice, it is a pact with the Lebanese Shiite militias, on which the Lebanese army has no type of control and which is considered a terrorist organization by Washington and many other Western countries.
The proposal envisages the withdrawal of Israeli troops from southern Lebanon and the movement of Hezbollah – weakened and decapitated for months – towards the north, on the other side of the Litani Riverabout 30 kilometers from the border, according to the Israeli press. It would therefore be a question of returning to the positions of both sides of the this blue line which stipulates UN Security Council Resolution 1701 established after the 2006 war and which leaves a buffer zone along the border. This time, however, Israel is unwilling to cede control of the area to the 10,000 residents. blue helmets who have been deployed there for almost a decade.
For this reason, it is expected that some 5,000 Lebanese army troops will be deployed in this empty zone and will work in cooperation with the UN peacekeeping mission. There will also be the presence of American troops who under the command of US Central Command (Centcom), will supervise and coordinate relations between Israeli and Lebanese armed forces during the first days, according to the newspaper Israel Hayom. French soldiers will also join them.
In the long term, it will be an international organization led by the United States, but in which they will also be involved. United Kingdom, Germany, France and Arab countries It remains to be specified who will ensure compliance with the cessation of hostilities.
However, despite Israel’s commitment to stop bombing Lebanon, as it has been doing for months, it reserves the right to break the truce if it believes the agreement has been violated. In other words, if you consider that you are facing a threat or that Hezbollah attempts to reorganize near its border. This ceasefire does not extend to the Gaza Strip, where Israeli forces are continuing their offensive.
