It is impossible to pursue legal proceedings against Armenia solely for compensation.

“Since the list of crimes committed by Armenia on the territory of Azerbaijan is very extensive, it is simply impossible to apply legal proceedings against this country in one direction.”

This opinion was expressed by Azer Karimli, a member of the Milli Majlis, in his “Report” address, commenting on the issue of Armenia’s failure to fulfill its obligation to provide compensation.

He stressed that claims for compensation against Armenia can be filed with the International Court of Justice, the International Criminal Court, the European Court of Human Rights, the International Court of Arbitration, as well as regional courts:

“These statements are “deliberate killings of civilians not directly involved in military operations and grave violations at the level of deliberate attacks against them”, “war crimes related to deliberate attacks on civilian areas”, “massive, illegal and unjustified destruction and appropriation of property violations”, “War crimes of extortion and destruction in a prohibited manner”, “War crimes accompanied by theft”, “Attack on cultural values”, “Mass destruction and misappropriation of cultural values”, “Acts of vandalism against cultural values ​​​​and their illegal use, theft, destruction and misappropriation”, “Deliberate expropriation, destruction and intentional damage of religious and charitable, as well as educational, artistic and scientific institutions, historical monuments, works of art and scientific works”, crimes against humanity and other similar ones can be opened depending on the addresses where the points are located. In these directions, especially during the period of occupation and afterwards, large-scale activities are carried out in the field of determining the damage caused to Azerbaijan in all directions, providing the factual basis.”

A. Karimli said that it is possible to implement legal procedures arising from international law with respect to Armenia:

“In order to implement the request for compensation, it is necessary to resort to the mechanisms of international law. This is a rather lengthy process. Moreover, I believe that Azerbaijan can ensure its territorial integrity and sovereignty, as well as achieve justice in relation to economic and other crimes committed by Armenia on the territory of our country.”
