Kazakhstan introduces mandatory registration of all mopeds

Mandatory state registration of mopeds is being introduced in Kazakhstan. This decision was made by the country’s parliament, Sputnik Kazakhstan reports.

As the senator stated Evgeniy BolgertAccording to the current traffic law regulations, mopeds with a maximum design speed of more than fifty kilometres per hour are subject to registration.

“According to the changes in the law, all mopeds with a cylinder capacity of no more than fifty cubic centimetres or an electric motor and with a maximum speed by construction of no more than fifty kilometres per hour will be subject to registration.” – said.

In addition, a rule is established according to which the right to drive a moped will be confirmed by a driving license of the “A1” subcategory, and the presence of categories “A” and “B” will require confirmation of the right to drive a moped.

Deputy Head of the Ministry of Internal Affairs of Kazakhstan Igor Lepekha He cited disappointing statistics on moped accidents.

“During the 12 months of last year, there were 750 accidents involving mopeds, in which 39 people died and 730 were injured. Since the beginning of this year, there have been 962 traffic accidents, of which 48 have resulted in deaths and 1,024 injured.” – said.

According to him, street cameras cannot identify mopeds because they do not have license plates. As a result, motorcyclists take advantage of this and demonstratively and sometimes deliberately violate traffic rules.

“Today, according to our data, although (mopeds) are not subject to registration, we have 80,000 vehicles of this type and this trend is growing like a snowball,” – added the Deputy Director of the Ministry of the Interior.

According to him, motorcyclists are now fully involved in road traffic, so they must register and undergo training.

“From the date of publication of the law, moped drivers will have 6 months to obtain a driver’s license” – concluded the Deputy Minister of the Interior.

The draft law “On introducing amendments and additions to certain legislative acts of the Republic of Kazakhstan on the organization of traffic of certain types of vehicles and digitalization of road safety” was sent to the President for signature.
