‘Koldo Affair’ Prosecution Asks Judge to Locate Missing 8 Million Masks

The association Liberumwho exercises popular accusation in the Koldo caseasked the judge of the National Court in charge of investigating this case to try to untangle what happened to eight million masks purchased by the Government in 2020 and whose delivery to the Administration is not accredited by any document.

This is what Liberum expresses in a 19-page document to which EL ESPAÑOL has had access. This legal case investigates the alleged collection of illegal commissions through several public rewards granted by the Ministry of Transport and other departments of the company SL Management Solutionswhich was responsible for supplying millions of masks.

Liberum made this request after stating, following an investigation, Alvaro Sanchez Manzanares and, as witnesses, Javier Hidalgo, Francisco Toledo And Miguel’s Aranzazu.

The first is the former Secretary of State for Ports, one of the two entities attached to Transport that hired Soluciones de Gestión SL. The second is the businessman who was CEO of Globalia, holding to which belongs the airline Air Europa, responsible for transporting the masks to Madrid. The third was president of the state ports. And the last, a manager of this public company, in addition to which several e-mails with Sánchez Manzanares during the hiring process and which were incorporated into the case summary.

All suspicious contracts were signed when Jose Luis Abalos He was Minister of Transport. In fact, the popular accusation also cites in its wording the report with the conclusions of the author commissioned by the one who currently holds this portfolio, Óscar Puente. And what this file points out is precisely Ábalos for having ordered, with only half an hour of difference, to double the number of masks that Transportes had to buy from Soluciones de Gestión SL.

And another of the conclusions provided by the Puente audit is that the Government cannot prove in a documentary manner that eight million masks were delivered to their final recipients, who were civil servants of various public entities (Adif, Renfe, Post Office, State Ports…) and workers of the Ministry of Transport.

“It is for all these reasons that we consider it useful and necessary for the continuation of this procedure to investigate whether, in fact, the masks reached their final destination (…) or, on the contrary, this absence of a report and delivery”. The notes addressed to the recipients of millions of masks were the result of appalling control management or a fallacious interest”, explains Liberum.

This is why this popular accusation asks the judge to summon the president and owner of Raminatrans SLthe logistics company chosen by Francisco Toledo for the distribution of the masks upon their arrival in Barajas.

“Clarify why the corresponding registers or delivery notes are missing for 2,8861,806 masks from the first shipment, intended for the Ministry of Transport, and for 1,140,977, intended for Adif,” the letter states.

In fact, the document signed by Liberum also includes several emails exchanged between senior officials of the ministry. One of them was sent by Manuel Fresno, then financial director of Adif. He specifies that “it is very important to prepare a type of delivery document signed by the different recipients or, failing that, a delivery note indicating the number of units”. This e-mail It is dated March 31, 2020.

Another email, dated April 17 of the same year, was sent by another ADIF post to one of the people investigated in this case, Michaux Miranda, recently dismissed from his position as head of personnel at the railway management.

“Michaux, good evening: I am sending you the ‘minutes’ of the reception of 40,000 masks. It’s strange, but oh well…“, the email reads. In his writing, Liberum points out how unusual it is for the sender to put the word in quotation marks minutes.

“The lack of documentation for the delivery of millions of masks could be due to their diversion to destinations other than those contracted,” says the popular accusation, which asks the judge to call several officials and businessmen as witnesses to clarify what happened with nearly eight million masks.

“From the content of the audit it is clear that there is a lack of knowledge about the final destination of millions of masks, which generates the need to investigate what really happened to this merchandise, whether it was lost or misregistered, the result of a disastrous public investigation. or rather, we are left with the possibility of resale on the market,” explains Liberum.
