Madrid changes urban planning rules again to obtain more municipal land for Plan Vive

The regional government wants to obtain more public land to build affordable housing under Plan Vive, the rental program for young people launched by the Community of Madrid. To this end, the Council of Government requested this Wednesday from the Legal Commission a report on the regulatory developments which will allow this.

This regulatory amendment, already under development, will allow the construction of new municipal land for the construction of more public rental housing at affordable prices. Concretely, what must be modified is the regulation of the procedure for allocation and use of buildings constructed within the framework of a public concession, that is to say which allows the use of a public good for a certain period, on supracommunal ground. .

When this legal change comes into force, the Department of Housing, Transport and Infrastructure will be able to promote the construction of houses on plots of local, general or other qualified property that are currently disused.

The objective of the Madrid executive is to increase the real estate stock and “make the rental price up to 40 percent cheaper than on the free market”. In other words, the initiative will give a direct boost to the regional Plan Vive, with which 10,500 social housing units will be put on the market during this legislature, of which 4,000, according to regional government data, will already be built by the regional government. end of 2024.

So far, 561 apartments with these characteristics have been delivered in the Community of Madrid in the towns of Alcorcón, Tres Cantos and Getafe, and others are under construction in municipalities like Alcalá de Henares, Boadilla del Monte, Colmenar Viejo, Madrid, Mostoles. , Pinto, San Sebastián de los Reyes, Torrejón de Ardoz, Torrelodones, Aranjuez, Arganda del Rey, Humanes de Madrid, Torrejón de la Calzada, Moralzarzal, Navalcarnero, Daganzo de Arriba, Velilla de San Antonio, Villalbilla, Ciempozuelos and Alcobendas.
