“Housing is the weak link in our welfare state and without it, the welfare state falters,” says Carme Trilla Bellart, one of Spain’s leading experts on the subject, in her article. “Social housing should never be allowed to be put on the open market,” says Michaela Kauer, former deputy mayor of the city of Vienna, in an interview. “It is impossible to reconquer cities without first creating a housing access policy that radically questions the general, urban and national model. Or what amounts to the same thing, without touching the noses of many people,” emphasizes Jorge Dioni, author of “The Spain of Swimming Pools.”
