In this context, fuel consumption is growing in Kazakhstan, but there is not enough refinery capacity. The authorities plan to double the capacity of the Shymkent oil refinery by 2030 to 12 million tons. Until 2026, a project to produce winter fuel with a capacity of 500 thousand tons is being implemented at the Pavlodar oil refinery. And at the Atyrau oil refinery they want to increase the production of light oil products from 5.5 to 6.7 million tons until 2028.

However, this is not enough for future demand.

“In connection with the expected shortage of light oil products by 2036, it is necessary to start designing a new refinery with a capacity of 10 million tons per year, but no later than 2030, and its construction in 2032,” the minister said. . “In 2030-2036, the need will increase by an additional 2 million tonnes/year of diesel fuel, leading to a shortfall of 0.2 million tonnes, increasing annually by 0.3-0.35 million tonnes until 2050 “.

The country’s Energy Ministry believes that the construction of a new refinery in the West Kazakhstan region will meet the country’s fuel needs between 2040 and 2050 and allow it to be exported to the fast-growing markets of Central, South and South-West Asia. .

As reported EADaily Kazakh authorities are counting on oil products from Russia to help meet demand in case of shortages.

The head of the Ministry of Energy of Kazakhstan, Almasadam Satkaliev, said that this year the country will produce 10.9 million tons of petroleum products, of which 10.3 million tons are gasoline and diesel.

“In order to prevent the risk of shortages of fuel, lubricants and bitumen on the domestic market, an indicative balance sheet is approved annually, according to the planned data, between the Ministries of Energy of Kazakhstan and Russia,” the ministry reported.

They clarified that in 2024 it is planned to import light oil products from Russia in the amount of approximately 1 million tons and bitumen – 500 thousand tons.
