THE Independent trade union center and leaders (CSIF) called for a “great mobilization” for December 14 to demand a solution to the problem of concert of the General Mutual Fund of State Civil Servants (face). The demonstration will take place in front of the General Management. The union also warned of problems in the sector mutuality of justice (Mugeju).
During a breakfast organized by Nueva Economía Fórum, the president of the CSIF, Miguel Borrahas warned that the new Muface tender could be postponed until January or even beyond, depending on the results of the public consultation recently launched by the government.
This process aims to determine the price at which insurers would be willing to participate in a new call for tenders, after the first call for tenders. will fail by not receiving proposals insurers.
During the first call for tenders, the government proposed an increase in premiums of 17.12% for the years 2025 and 2026, a proposal which was rejected by the current insurers of the service —Adèslas, Asisa And DKV— because it is considered insufficient economically.
Given this scenario, the Sánchez Executive It is now seeking to assess market conditions to design a new attractive offer for businesses, but without clear results for the moment.
Asked about possible problems in other mutual societies, such as Mugeju and the army mutual (Isfas), Borra expressed his particular concern about the future of the mutuality of public justice personnel, in a context of uncertainty for these health coverage systems.
“In Mugeju, three insurance companies have gone bankrupt, there are two remaining and one small. At that time there was 35,000 civil servants justice, civil servants, who are forced to change companies”, underlined the union leader.
However, Borra acknowledged that the government had called on unions to tranquility and they assured them that “there would be no problems”. “Well, there won’t be any problems,” they say (…). All we’re saying is if you don’t want to make a fire, I don’t understand why you buy gasoline and matches. Well, if you want the model to continue, you should have started working earlier,” he explained.
Likewise, he criticized the “sounding balloons” launched by the Executive regarding the report published by the Ministry of Health a few days ago, on the end of Muface and the transfer of these mutualists from the national health system.
In this sense, Borra indicated that the report of the ministry led by Monique Garcia underestimates that almost 31% of the 1.5 million civil servants who receive health care through Muface are over 65 and does not specify what will happen to them. pharmaceutical co-pay Muface mutualists, since they only pay 30% of prescriptions.
The authorities will protest against Muface
“We are already seeing the autonomous communities of Andalusia, Madrid, Ceuta, Melillawhich already indicate that we will not be able to serve them,” he added.
For this reason, Borra announced that on December 14 a meeting would be held demonstration in Madrid in which mutualists from all regions of Spain will participate, with the aim of asking the government to launch a “sufficiently attractive” call for tenders to ensure the continuity of the system.
Asked about a possible intention of the Government to want to dismantle the system, the representative of the civil servants indicated that they do not understand that the Government reduced the first call for tenders to 17%, while the initial offer of the General Management of Muface was set at 24%.
“I want to believe that there is no plan to end mutuals, but the truth is that we have many signs that they may exist,” he explained.
