The municipal council of Palm initially approved the new Ordinance for the Promotion of Civic Coexistence of Palma. The person responsible for clarifying this new regulation is the mayor of Palma, Jaime Martinezwho explained this Wednesday, during a press conference, that this ordinance collected around a hundred proposals from civil society organizations in Palma to be “as consensual as possible”.
Restricted guided tours
Thus, Palma City Hall establishes that guided tours will be limited to a maximum of 20 people per guide or four-wheeled vehicle – which will require prior notification – guides must carry the official card visible and the use of loudspeakers or megaphones is prohibited during guided tours. Violation of this regulation will be considered minor, with fines of up to 750 euros.
While vehicle camping It will be prohibited on municipal territory, except in specifically authorized places, so caravans and motorhomes will only be able to park in authorized places and will not be able to stay in the same place for more than ten days.
Martínez clarified that the use of these vehicles as accommodation is also limited by “signs of permanence” in public spaces and violations will be considered serious, with fines ranging from 750 to 1,500 euros. Likewise, the agents are also authorized to remove the vehicle if the person responsible for it cannot be found.

However, if the offense is committed by a person in a situation of social vulnerability, the offense may be suspended if there is a finding of social vulnerability and would be oriented towards social services.
“I understand that a vehicle is for moving around, what a house is is something else. A car, a caravan or a camper van is not a place to live,” he responded to the mayor’s questions.
The regulation was previously approved this Wednesday at the Government Council and must be submitted for approval by the plenary session in December. The City Council hopes that it will be definitively approved and put into effect in February.
Asked if this order would force people who live in campers in areas like Son Gual, Son Hugo or Es Carnatge to move, the first mayor indicated that “each case is different” and that it will be necessary to determine whether they are camping , if They are used as dwellings or if they “produce other uncivil attitudes, in addition to non-compliance with this rule”.

Mandatory insurance to go skating
Scooters, other personal mobility vehicles and cycles with more than two wheels will not be able to circulate on sidewalks, parks or pedestrian areas, drivers must have a civil liability insurance this covers up to 120,000 euros and it will be mandatory to wear a helmet and reflective vest.
If they do not have insurance, drivers of these vehicles may be sanctioned with up to 600 euros and if they do not wear a helmet they can be fined 90 euros.
At the same time, the police can immobilize vehicles if they do not respect one of these precepts, if they are detected as modified or if they are driving under the influence of narcotic substances.
Martínez stressed that complaints will be the “last resort” if the offenses are committed by minors or vulnerable groups and if the offense is corrected at the same time without incident.
As for the renters of this type of vehicle, they will have to register them and have the aforementioned insurance, but in this case the coverage is extended up to 800,000 euros and, if they travel in groups of more than three people, they will do it. must have prior municipal authorization.
