One of these awards, worth 12.5, was signed by Adif, the railway infrastructure manager. In 2020, the head of MITMA was José Luis Ábalos. That was until the summer of 2021. Pardo de Vera, before the judge, criticized some aspects of the audit, which he considered erroneous or incomplete. The conclusions of the audit held Ábalos responsible for the contract with Soluciones, considered the epicenter of the alleged corruption plot.
On the other hand, the former president of ADIF, who testified as a witness, with an obligation to tell the truth, indicated that the railway infrastructure manager received some pressure to speed up this contractHowever, he recalled that in 2020 Spain was going through a health emergency situation.
That is why Adif, although not dedicated to health issues, was one of the two public entities chosen by MITMA to carry out the contract. The other was Puertos del Estado, whose officials have already testified before the judge.
This Monday, Pardo de Vera indicated that the management of Adif decided that the hiring proposal would come from the Sub-Directorate of Prevention of Occupational Risks, attached to the General Directorate of People Management. Another of the people investigated in this case was in charge of the latter. Koldo case, Michaux Mirandawho will be questioned by the judge on the 19th.
