A specific indefinite contract designed for people very far from the labor market: an experimental employment plan “timeshare” It was extended on Wednesday, November 6, by a vote in Parliament, despite fears from the temporary work sector.
“Time-sharing employment contract for employability purposes”more commonly known as “CDI-FE”. This little-known system, launched in 2018 on an experimental basis, was extended for four years by a final Senate vote.
Dedicated to a very specific audience, in the process of integration or reintegration (young people, elderly people, long-term unemployed, etc.), this type of contract allows an employee to be hired by a company specialized in shared work, which can then put them available to other structures for the execution of missions.
Having ended the CDI-FE experiment in 2023, the bill by MoDem deputy Nicolas Turquois, adopted identically in January in the National Assembly, aims to relaunch it for four years, readjusting its scope. “It would have been imprudent to propose perpetuating the CDI-FE as it is. “Abandonment of the experiment would have been a waste.”summarized the Minister for People with Disabilities, Charlotte Parmentier-Lecocq, in favor of the text.
“End”
However, several parliamentarians pointed out the ” controversial “ surrounds this system due to the difficulties in evaluating it: only 5,000 CDI-FE have been signed since 2018, according to a report from the General Inspection of Social Affairs (IGAS) dating from 2023, but published only in recent days.
The temporary work sector rises up against this specific contract. In a letter sent to senators on Tuesday evening, consulted by Agence France-Presse, the majority of the sector’s unions highlighted the ” benefits “ of the device, which “makes it very attractive for user companies and probably destabilizes” employees with another type of contract, the temporary CDI (CDII).
The left, a minority in the Senate, took up these arguments, denounces the socialist Monique Lubin. “a blow to labor law to satisfy questionable business policies”.
The right and the centrist ranks, on the contrary, have defended this model, which “offers flexibility to companies in an uncertain economic environment”according to the senator of Les Républicains, Frédérique Puissat. The latter wanted to give reassurance about the text voted by Parliament, which tightens the eligibility criteria for “best goal” affected publics and strengthens employee rights compared to the initial experiment.
