The Council of the Andalusian Parliament, the control body of the Chamber, rejected an initiative of the joint group Adelante Andalucía to hold a plenary debate “relating to the defense of the Palestinian people against the genocide” that they have been suffering for weeks in hands of the Israeli army, and “for the end of the recognition of the State of Israel”.
It is a non-legislative proposal (PNL) that has no legislative charge, a minor initiative that serves as a debate between the groups and establishes a political position of the Chamber, for or against, normally inviting a higher administration to make a decision.
However, the Parliamentary Council, controlled by the absolute majority of the PP, agreed not to admit this initiative for processing, “taking into account the positions and tone of the speech expressed therein, once the situation of war conflict existing in the said country zone”, we read in the argument supported by the main lawyer of the Chamber, Manuel Carrasco, dated October 18, and to which this newspaper had access.
The Andalusian Parliament withdrew this debate from the agenda of the next plenary session “considering that the very fact of initiating the public debate at the parliamentary seat on what is postulated there [PNL] “This could involve serious interference in state policy regarding this conflict and would also entail the risk of involving the autonomous community of Andalusia in a situation of armed conflict.”
The lead lawyer therefore argues that “it is not up to the autonomous community to intervene as a party in a conflict with these characteristics, which, moreover, could compromise the own security of the Andalusian population and the Spanish population in its entirety. “.
“Netanyahu is very concerned about an Andalusian PNL”
The spokesperson for Adelante Andalucía, José Ignacio García, regretted the “partisan use” made by the President of the Chamber, the popular Jesús Aguirre, of the second institution of the autonomous community. García joked that “a PNL of an Andalusian group with two deputies represents a danger for national security and endangers Andalusians.” “I am sure that Netanyahu is very concerned about our PNL,” he assured.
The Adelante Andalucía initiative, registered on October 7, has five pages and states in its explanatory statement that “the situation experienced by the Palestinian people is dramatic and has already exceeded any type of moral, ethical or legal limit”.
“After the assassination of more than 42,000 Palestinians, more than 2% of the population of Gaza, and the destruction of all types of infrastructure, we can say that there is a clear vocation for the State of Israel to systematically exterminate the population. . Palestinian simply by being Palestinian. It is for this reason that we say that we are witnesses of a genocide,” we can read in the text.
Teresa Rodríguez’s party also criticizes the position of the international community and the government of Pedro Sánchez in relation to the genocide in Gaza, although Spain has officially recognized the State of Palestine. “The so-called International Community is playing an unfortunate role in this whole situation, always siding with the State of Israel. The Spanish state does not play a very different role,” they warn.
And he adds: “It is appropriate to underline the hypocrisy of the majority of European states, the EU and the United States, which have unquestioningly defended the right of the Ukrainian people to defend themselves against Russian aggression and have even continued to arm one of the parties to the conflict. said conflict, and “either they maintain the rhetoric of neutrality in the face of the Palestinian genocide, or they rhetorically or materially support the State of Israel.”
Finally, the Andalusians highlight in their initiative the “mobilizations of last year” of the Andalusian people which “were massive and demonstrate a vocation of solidarity inherent to Andalusian citizenship”. “However, Andalusia cannot remain on the sidelines and the Andalusian Government must act, within its powers. Although there is no legal tool in matters of foreign and military policy, a clear position of the Andalusian Parliament in favor of the Palestinian people and against any type of economic and political relationship with the perpetrators of the genocide would constitute a substantial qualitative change in the international support. for the situation experienced by the Palestinians,” concludes the explanatory memorandum.
If it had been approved in all its provisions, the Andalusian Parliament would have urged “the Spanish government to stop recognizing the State of Israel as a legitimate sovereign state because of its colonial, genocidal and apartheid character against the population Palestinian” and “to recognize “which has continued to maintain military exchanges with the State of Israel since the outbreak of the last phase of the conflict in October 2023 and to apply a comprehensive, two-way military embargo against Israel”.
It also proposed to “end all relations of any nature whatsoever between the Junta de Andalucía and the institutions of the State of Israel”; “condemn any repression against mobilizations in defense of the Palestinian people, in particular those which took place in Andalusian universities”, and “defend the solution to the conflict with the establishment of a single democratic, multi-ethnic and plurinational state in which all would coexist. in peace. » the people living in Palestine, respecting on an equal footing all religious faiths, in particular Muslims, Jews and Christians.
