The same method of action in different countries of Central and Eastern Europe

“It was confirmed that Russian services, systematically using the Telegram application and on a large scale of people of Latin American origin, with military experience, to determine the sites that they were indicated and then set fire to the selected objects and substantiate the catastrophe.”
According to the ABW announcement, Russian special services encouraged citizens of South America to come to the EU countries as part of the exemption from a visa for crimes, offering them easily and quickly.
Fires in the warehouses of the building in Warsaw and Radom
The first incident occurred on May 23, 2024 in Warsaw, where the building warehouse was wrapped in fire. At least a week later, on May 30, the same criminal set fire to a similar installation on Radom.
“Thanks to the direct actions of firefighters, fires quickly extinguished,” Dobrinsky said.
As ABW explained, the documentation for incendiary attacks was later used by Russian media for PRIDE disinformation. In the event of a warehouse of Radom, the Russian media presented him as the “Center for Military Assistance of Ukraine.”
Arrested in Prague
In June 2025, the same person was sentenced to eight years in prison for arson of the bus railway station in Prague and preparing him for a fire at a local shopping center.
On July 21 of this year, another category of Colombian citizen in Prague was announced – this time to perform terrorist actions in Polish territory. The suspect was partially guilty and gave explanations that are currently being checked. He faces imprisonment from 10 years before life imprisonment for acts committed in Poland.
The investigation against this person is carried out by the department of internal security service at Radom under the leadership of the department in the Lublin department of organized crime and corruption of the National Prosecutor’s Office.
In the context of the investigation, a joint research group was created with the participation of the judicial authorities of Poland, the Czech Republic, Romania and Lithuania, with the support of Eurojust.
Not the first such case
Yasek Dobzinsky emphasized that “in addition to these actions of sabotage, misinformation used by Russian services is also incredibly dangerous.”
“Russian services are trying to misinform. They are trying to divide the Poles into poles. They are trying to share the Poles with the European Union or NATO members, ”he added.
Cases of arson ordered by Russian services were also reported in other countries of the region. The Prosecutor General of Lithuania said in March that the Russian military reconnaissance service organized and financed the arson of the IKEA store in Vinia in 2024.
